Տեղի է ունեցել մարդափոխություն. կառավարման համակարգը չի փոխվել
POLITICS«Կառավարության ծրագիրը չի արտացոլում հեղափոխական գաղափարներ։ Այն չի տարբերվում Կարեն Կարապետյանի կառավարության ծրագրից, որի հիմքում դրված էր ընդամենը մենեջմենթը բարելավելու փիլիսոփայությունը։ ԱԺ-ի նիստի ըմբողջ ընթացքում ընդամենը քննարկվում էր՝ ինչպես բարելավել կառավարումը, այսինքն այն՝ ինչ անում էր նախորդ կառավարությունը, ընդ որում Կարապետյանի ժամանակ որոշ դրույթներ ավելի լավ էին շարադրված, քան ներկայիս ծրագրի մեջ, որտեղ բազմաթիվ խրթին և ոչ գրագետ ձևակերպումներ կան»,- այս մասին ԼՈւՐԵՐ.com-ի հետ զրույցում ասաց քաղտեխնոլոգ Արմեն Բադալյանը՝ անդրադառնալով օրերս խորհրդարանի հավանությանն արժանացած կառավարության ծրագրին։
Նրա կարծիքով՝ կառավարության ծրագրում չկա քաղաքական զարգացման օրակարգ, հետևյալ հարցերին չկան պատասխաններ՝ 5-10 տարի հետո ինչպիսի՞ տեսք է ունենալու ՀՀ պետական կառավարման համակարգը, գիտակրթական համալիրը, տնտեսությունը, պետությունը ո՞ր պետությանն է նմանվելու, արդյոք սահմանադրությունը բարեփոխվելո՞ւ է, սուպերվաչապետությունը վերացվելո՞ւ է, դատաիրավական համակարգում բարեփոխումներ իրականացվելո՞ւ են:
«Կառավարության ծրագրի քննարումից պարզ դարձավ, որ «Իմ քայլը» պատրաստ չէ լսել ընդդիմության որևէ քննադատություն և օգտագործում է հանրապետականների հռետորաբանությունը՝ փորձելով դասեր տալ ընդդիմությանը: «Իմ քայլը» դաշինքում չեղան մարդիկ, որոնք քննադատական մոտեցում ցուցաբերեին կառավարության ներկայացրած ծրագրին: Ի՞նչ է բոլորը կողմ են այս ծրագրին: Տեսնում ենք, որ ընդամենը տեղի է ունեցել մարդափոխություն. մարդիկ փոխվել են, բայց կառավարման համակարգը չի փոխվել:
«Իմ քայլը» դաշինքի պատգամավորներն ուղղակի քծնում էին վարչապետին, ինչը ևս բնորոշ է նախկին կառավարման համակարգին: Իշխանության բարձրագույն մարմնում՝ շնորհիվ նախկին առաջին դեմքի, հայտնվում էին մարդիկ, որոնց հանդեպ վերաբերմունքն արտահայտվում էր առաջին դեմքի նկատմամբ քծնանք իրականացնելով՝ հույս ունենալով, որ դա ավելի լուսավոր կդարձնի իրենց ապագան»,- նշեց Բադալյանը՝ ընդգծելով, որ բացահայտ քծնանքը հակասում է հեղափոխության ոգուն:
Անդրադառնլով վարչապետի եզրափակիչ ելույթին, քաղտեխնոլոգը նկատեց՝ նախկինում պահպանվում էր էթիկան և վերջին ելույթում առաջին դեմքը նշում էր, որ ընդդիմության որոշ կետերի հետ համաձայն չեն, որոշների հետ գաղափարապես համաձայն չեն, որոշ կետեր էլ կարող են քննարկել և ապագայում ընդհանուր եզրակացության գալ, ինչը բացակայում էր ներկա իշխանության մոտ:
