Սահմանադրական փոփոխության կարիք կա՞, թե՞ ոչ. երկակի վիճակ(Տեսանյութ)
VIDEOՀայ ազգային կոնգրեսն օրերս հանդես էր եկել ծրագրային լայնածավալ առաջարկություններով, որոնցից հիմնականը Սահմանադրության փոփոխությունն է՝ վերադարձը կիսանախագահական համակարգին և արտահերթ ընտրությունների անցկացումը: Թե ինչ քաղաքական նպատակներ է հետապնդում Կոնգրեսն այս առաջարկով ու ընդհանրապես վերջին շրջանում աչքի ընկնող ակտիվությամբ, այլ քննարկման թեմա է: Առավել կարևոր է հասկանալ՝ արդյո՞ք Հայաստանը հիմա ունի Սահմանադրության և կառավարման մոդելի փոփոխության կարիք, թե՞ ոչ: Նիկոլ Փաշինյանն, օրինակ, քարոզարշավի ընթացքում նշում էր, որ առայժմ դրա կարիքը չկա, պետք է փորձել աշխատել գործող մոդելով, ու եթե այն չարդարացնի իրեն ու լինի հասարակական պահանջարկ, ապա մոդելը կփոխվի: Արդյո՞ք այդ մոդելը չի արդարացրել իրեն վերջին ամիսներին, կամ արդյո՞ք ՀԱԿ–ի առաջարկը հուզում է քաղաքացիներին ու ունի հասարակական լայն պահանջարկ: Դժվար թե: Առայժմ հասարակությանն առավել հուզում է բովանդակային փոփոխությունների բացակայությունն ու շոշափելի արդյունքներում նկատվող դանդաղկոտությունը: Ավելին՝ հասարակությունը ահռելի վստահության մանդատ է տվել իշխանությանը՝ հանձինս Նիկոլ Փաշինյանի, և այդ մանդատն այնպիսին է, որ Փաշինյանը սահմանադրական և իրավական որևէ խոչընդոտ այժմ չունի փոփոխություններ իրականացնելու, ինչի մասին հենց ինքը՝ Փաշինյանը, խոսել է ընտրության օրը:
