Արդյունավետության և պատասխանատվության սահմանները
ANALYSISՆախօրեին հայտնի դարձավ, որ Դսեղում Հովհաննես Թումանյանի 150–ամյակի արարողությանը վարչապետը մեկնել է ուղղաթիռով: Իշխանության ներկայացուցիչները ուղղաթիռով մեկնելը առայժմ թեկուզև ոչ պաշտոնապես, բայց հիմնավորում են խնայողությամբ: Ավելի խնայողակա՞ն է ուղղաթիռով գնալը, թե՞ ոչ, դժվար է ասել: Ինչ– որ առումով, իհարկե, ժամանակ խնայելու հանգամանքը կարելի է օբյեկտիվ համարել: Ի վերջո, երկրի ղեկավարն ունի բավականին շատ անելիքներ, և ժամանակ իսկապես արժի խնայել: Թեկուզև այն երեկոյան գիրք նվիրելու վրա ծախսելու համար: Մյուս կողմից էլ հետաքրքրական է մեկ այլ դրվագ Փաշինյանի՝ Դսեղ այցի կապակցությամբ: Նույն այդ այցի շրջանակներում հավատարմագրված լրագրողներին տեղափոխող ավտոբուսը ճանապարհին փչացել է, և միայն որոշ ժամանակ անց է կարողացել հասնել Դսեղ: Սա գուցեև փոքրիկ դետալ է, բայց ուղղաթիռի հանգամանքի հետ համադրությամբ՝ բավական խոսուն:
Խնդիրը ոչ թե մեկ կոնկրետ դեպքն է, այլ ընդհանրապես արդյունավետության հարցը: Հասկանալի է, որ հարկ եղած ժամանակ իշխանությունը ստիպված է գնալ չխնայելու ճանապարհով: Նույնկերպ, ինչպես պարզ է, որ երկրի ղեկավարի ավտոշարասյունը կարիք չունի կանգնել կարմիր լույսի տակ: Սակայն, երբ մի կողմից նոր իշխանությունն իրեն ներկայացնում է որպես ասկետիզմի ջահակիր, մեկ այլ կողմից էլ, երբ դրվում է արդյունավետության խնդիր, հարց է առաջանում, թե ինչպիսին է իշխանության ասկետիզմի և արդյունավետության իրական սահմանը:
Արդյոք արժե՞ մեկ կամ երկու օրվա փիառի համար ասկետ ներկայանալ, հետո ստիպված լինել արդարանալ ուղղաթիռով մեկնելու համար: Կամ արդյոք չարժե՞ գոնե մասամբ հիմնավորել ուղղաթիռով թռչելու արդյունավետությունը, երբ դրա հանդեպ կա հանրային սևեռված ուշադրություն: Ավելին՝ այդ ուշադրությունը պահանջում է մատնացույց անել, թե ուղղաթիռով մեկնելու արդյունքում խնայված ժամանակն ինչի վրա է ծախսվում:
