Բյուջետայի՞ն, թե՞ ինքնուրույն. ինչո՞ւ են ֆինանսավորվում կուսակցությունները
POLITICSՕրերս հայտնի դարձավ, որ պետությունից ֆինանսավորում կստանան նախորդ տարվա դեկտեմբերին կայացած խորհրդարանական ընտրություններին մասնակցած այն կուսակցությունները, որոնք 3 տոկոսից ավելի ձայներ են հավաքել: Խոսքը մասնավորապես խորհրդարան անցած երեք ուժերի, ինչպես նաև ՀՀԿ–ի ու ՀՅԴ–ի մասին է: Օրենքի պահանջով:
Կուսակցությունների ֆինանսավորումն, ընդհանրապես, աշխարհում ընդունված պրակտիկա է: Սրանով պետությունն իր վրա պարտավորություն է վերցնում որոշակիորեն կայունացնել կուսակցական ավանդույթները, թույլ տալ կուսակցություններին ունենալ որոշակի ինքնաբավություն: Առաջին հայացքից սա սովորաբար դրական ընկալում ունի:
Բայց կան, իհարկե, բացասական օրինակներ այս դրսևորման: Դիցուք, Ռուսաստանում այս պրակտիկան դարձել է յուրատեսակ քաղաքական կոռուպցիա, վերահսկողության գործիք, որտեղ կենտրոնական իշխանությունը վերահսկում է երկրի հիմնական քաղաքական ուժերին՝ նրանց կախված պահելով պետական ահռելի ֆինանսավորման լծակներից:
Հայաստանում նման վտանգ առայժմ չկա: Սակայն բացեր կան, և դրա վառ օրինակը ՀՀԿ–ն է: Կուսակցությունը փաստացի չի գործում, կամ չի գործում այնպես, որ այն համարենք քաղաքական կյանքի ակտիվ դերակատար: Ստանալով ֆինանսավորում, թեկուզև չնչին, ստացվում է, որ պետությունը ֆինանսավորում է ոչ թե կենսունակ քաղաքական ուժի, այլ այդ ուժի ցուցանակը: Ասել է թե, միջազգային պրակտիկան ներմուծվել է, սակայն հաշվի չի առնվել, թե ինչպես այն կաշխատի Հայաստանում, մի երկրում, որտեղ կուսակցական ավանդույթները կայացած չեն:
Այս իմաստով բավական խնդրահարույց է նաև իշխանության ուժի ֆինանսավորումը: Արդյո՞ք ֆինանսավորվել է միայն ՔՊ–ն, թե նրա հետ ֆորմալ դաշինք կազմած «Առաքելություն» կուսակցությունը ևս ստանալու է ֆինանսավորում: Սրանք մեծ հաշվով մանրուքներ են: Ավելի էական է այլ բան: Փաստացի իշխանության կուսակցություն այս պահին չկա: Կա հեղափոխական իշխանության թիմ: Որպես կուսակցություն ՔՊ–ն դեռևս չի կայացել, նույնիսկ հեղափոխությունից հետո: Օբյեկտիվորեն սրա ժամանակն էլ չկա, եթե հաշվի առնենք, որ կան այլ ընթացիկ հարցեր: Այս դեպքում հարց է ծագում՝ կուսակցությունները ֆինանսավորվում են հանուն ինչի՞, արդյո՞ք այդ ֆինանսավորումն արվում է ինքնանպատակ, դրա տակ չպե՞տք է լինեն կուսակցական ավանդույթների ու մշակույթի ամրապնդման հեռանկարներ ու հիմքեր: Իսկ գուցե օրենսդրությունը նաև այս մասով վերանայելու կարի՞ք կա...
