Ամեն շաբաթ հայտարարություն է տարածվում, թե բնապահպանության և ընդերքի տեսչական մարմնի կողմից իրականացված ստուգումների, շրջայցերի, հաշվետվությունների ընդունման, ինչպես նաև վարչական վարույթի գործերի քննության ընթացքում քանի խախտում է բացահայտվել և որքան տուգանք հաշվարկվել: 

Այսինքն, մասնագետները հաշվում, գցում, բռնում են, թե տվյալ ապօրինի գործունեության արդյունքում շրջակա միջավայրին ինչքան վնաս է հասցվել, ֆիքսում են գումարի չափն ու այն մարդկանց, ովքեր պետք է վարչական տույժի ենթարկվեն: 

Հետաքրքիրն այն է, որ սովորաբար շրջակա միջավայրին հասցված վնասն ամբողջությամբ չի վերականգնվում:

Պարզ հաշվարկներից երևում է, որ գանձումները վնասի չափից մոտ տասը, երբեմն քսան անգամ քիչ են կազմում: Այդպես եղել է նախկինում, այդպես շարունակվում է նաև հիմա: Բայց հետաքրքիրն այն է, որ այդպես էլ պարզ չի դառնում, թե շրջակա միջավայրին հասցված վնասի հետևանքներն ընդհանրապես հաշվարկվո՞ւմ են, թե՞ չեն հաշվարկվում: Եվ, առհասարակ, ինչ քայլեր են ձեռնարկվում հետևանքները վերացնելու ուղղությամբ: Հետաքրքիր է նաև, թե ինչո՞ւ  է այնպես ստացվում, որ ոչ բոլոր խախտումներն են բացահայտվում, կամ վնասի ու փոխհատուցման գումարների միջև տարբերությունն այնքան շատ է լինում, որ որոշ դեպքերում այն, օրինակ, մոտ 12 անգամ պակաս է ստացվում:

Իրականում հնարավոր չէ հասկանալ, թե ո՞ւմ են առհասարակ բռնում, ո՞ւմ՝ չէ, ո՞ւմ հանդեպ են տուգանք կիրառում, ո՞ւմ՝ ներում: Այսինքն, այս դաշտն այնքան մութ կետեր ունի, որքան մութ անտառներում է սովորաբար լինում, իսկ թե ինչո՞ւ թնջուկը բացել չի ստացվում, կրկին հասկանալի չէ:

Եվ քանի որ Սևանից բռնած ձուկը հետ՝ Սևանը գցել հնարավոր չէ, ուստի պետականորեն որոշում է կայացվել այն հանձնել մանկատներին կամ այլ հաստատությունների, իսկ կտրված ծառերի դեպքում, քանի որ այն այլևս կպցնել հնարավոր չէ, ուստի փայտանյութը ինչ–ինչ, բայց՝ չգիտենք ի՞նչ նպատակներով է օգտագործվում: Եվ ստացվում է, որ բավականին լավ աշխատող կանաչ լույս է վառված բնությանն ու շրջակա միջավայրին վնաս պատճառելով ինչ–ինչ հարցեր լուծելու համար: Ու քանի չես բռնվել, կարող ես ձուկ էլ տանել, ծառ էլ: Բնապահպանության նախարարությունը սակայն լուռ է այս հարցում, և հավանաբար ընդամենը հաշվում է, թե տվյալ շաբաթվա ընթացքում տույժերից ու տուգանքներից ինչքան գումար է գոյացել և պետական բյուջե փոխանցվել:

Երկար տարիներ է՝ պարզ չէ նաև , թե անտառի ծառերն ապօրինի հատողներին, ծառերի բունը վնասողներին, Կարմիր գրքում գրանցված կենդանիներին որսացողներին բռնելուց բացի, ինչ ծրագրեր և միջոցառումներ են իրականացնում նման երևույթները կանխելու և շրջակա միջավայրին հասցված վնասները վերականգնելու ուղղությամբ: Ու եթե Սևանի դեպքում գոնե կարելի է մանրաձուկ աճեցնել ու լիճը բաց թողնել, ապա նույն հաստության բուն ունեցող ծառ աճեցնելու համար տարիներ են հարկավոր:

Բնապահպան Լևոն Գալստյանը «Փաստի» հետ զրույցում նշեց, որ ինքը չգիտի, թե ինչպես են հաշվարկվում բնությանը հասցված վնասի չափերը, և տույժ–տուգանքներից գոյացած գումարներն ինչի վրա են ծախսվում:

«Ինձ համար հասկանալի չէ անգամ, թե ինչպե՞ս է հաշվարկվում, թե որ ծառի դեպքում վնասն ինչքան է կազմում: Այդ տուգանքները հաշվարկելու ժամանակ հաշվի առնվո՞ւմ է արդյոք հասցված վնասի հետևանքները, թե՞ ոչ: Այսինքն, ինձ համար էլ պարզ չեն շատ հարցեր, որոնց պատասխանը պետք է տեսչական մարմինը տա»,– ասաց Լ. Գալստյանը:
