«ԽԱԼԴԻ.ԿՈ» ընկերության կողմից տարածված հայտարարության վերաբերյալ. ՀՀ ՊԵԿ

«ԽԱԼԴԻ.ԿՈ» ընկերությունը գործունեություն է ծավալում Երևանում՝ Դեմիրճյան 22, Բաղրամյան 25 և Խորենացի 20, տ40 հասցեներում: Ընդ որում, առաջին երկու հասցեներում ծավալում է հանրային սննդի, իսկ վերջին հասցեում՝ առևտրային գործունեություն:
Ընկերության կողմից ցույց տրվող միջին օրական ֆիսկալային շրջանառությունը չի վկայում այն մասին, որ «ԽԱԼԴԻ.ԿՈ» ընկերությունն իրացման շրջանառությունը հայտարարագրում է ամբողջությամբ: Հարկային մարմնի տեղեկատվական բազայում արտոցոլված տվյալները փաստում են, որ ընկերության կողմից ցույց տրվող ֆիսկալային շրջանառությունը Երևանի 3 հասցեներում գործունեություն իրականացնելու պայմաններում ակնհայտորեն հեռու է իրականությունից և պարունակում է իրացման շրջանառության թերհայտարարագրման ակնհայտ ռիսկեր:
Միաժամանակ երեք հասցեներում «ԽԱԼԴԻ.ԿՈ»-ն գործունեությունը ծավալում է աշխատակիցների այնպիսի քանակով, որը չի կարող համարվել իրատեսական: Ավելին՝ գրանցված աշխատակիցների մասնագիտությունները վկայում են այն մասին, որ վերջինս չունի նաև տվյալ գործունեությունն իրականացնելու համար անհրաժեշտ գրանցված մասնագետներ (օրինակ՝ հնարավոր չէ իրականացնել խոհարարական արտադրանքի պատրաստում և մատուցում առանց խոհարար ունենալու): 
Ընկերության կողմից հայտարարագրված աշխատողների քանակը (աշխատաժամերը) և հայտարարագրված աշխատավարձերի մեծությունը մի քանի անգամ ցածր են Երևանում վճարվող աշխատավարձերի չափից:
Այս խնդիրները ներկայացվել են հարկ վճարողին՝ առաջարկելով շտկել հարկերի թերհայտարարագրման ռիսկերը: Իրավիճակը կարգավորելու փոխարեն տնտեսավարողն անհիմն հրապարակումներ է արել սոցիալական ցանցերում: 
Համաձայն ՀՀ հարկային օրենսգրքի՝ հարկային գաղտնիք է համարվում հարկ վճարողի, հարկ վճարողի գործունեության վերաբերյալ հարկային մարմնի կամ հարկային ծառայողի ստացած ցանկացած տեղեկություն, բացառությամբ՝ հարկ վճարողի կողմից կամ նրա համաձայնությամբ հրապարակված տեղեկությունների:
Հաշվի առնելով վերը նշված դրույթը՝ հարկային մարմինը չի կարող հրապարակել ընկերության ցուցանիշները, որոնք ցանկացած քաղաքացու համար հասու կդարձնեին ընկերության մոտ առկա ռիսկային գործոնները:
Այնուամենայնիվ, որպեսզի հանրության մոտ չառաջանա միակողմանի տպավորություն հարկային մարմնի աշխատանքի վերաբերյալ, հարկային մարմինն առաջարկում է «ԽԱԼԴԻ.ԿՈ» ընկերությանը, նմանատիպ հրապարակման հետ միասին, հրապարակել նաև ըստ առանձին հասցեների` ընկերության միջին օրական հայտարարագրված ֆիսկալային շրջանառությունը, աշխատողների հայտարարագրված աշխատաժամերը, միջին օրական մաքուր աշխատավարձի չափերը, գրանցված աշխատողների մասնագիտությունները և ընկերության հարկային կարգապահությունը բնութագրող այլ ցուցանիշներ:
Որպես այլընտրանք, ընկերությունը կարող է տալ իր համաձայնությունը և հարկային մարմինը նույնպես կարող է հրապարակել վերը նշված ցուցանիշները:
