Կանխատեսելի բախում անկանխատեսելի հետևանքներով
POLITICSԹե՛ անցնող շաբաթ օրը Լոռու մարզում կայացած ներդրումային համագումարի ընթացքում Փաշինյանի մտքերը, թե՛ արդեն կիրակի օրը տեղի ունեցած ՔՊ համաժողովում ունեցած ելույթը, ըստ էության, վերջնականորեն ուրվագծում են տնտեսական հեղափոխության ու մեծ հաշվով՝ իշխանության հետընտրական քաղաքական հիմնական ասելիքը՝ «փոփոխությունների լոկոմոտիվը ոչ թե մենք ենք, այլ ժողովուրդը»:
Իշխանությունները կամ միտումնավոր, կամ էլ անկեղծորեն կարծում են, որ փոփոխություններ չեն լինի, եթե հասարակությունը չդրսևորի ակտիվ քաղաքական, հատկապես տնտեսական վարք: Իշխանության դերն այս փոփոխություններում պարզապես գործընթացն ուղղորդելն է, հասարակությանը առավելապես արժեբանական ուղենիշներ տալը: Այս մոտեցումը հիմնավորելիս իշխանությունները հաճախ են հղում անում մեր հասարակության ծուլությանը, աշխատանքային էթիկայի բացակայությանը: Կարող է զարմանալի թվալ, բայց բոլոր այդ հղումները համապատասխանում են իրականությանը:
Խնդիրը, սակայն, այն է, որ իշխանությունների գործառույթը հասարակության պատկերը ուրվագծելը չէ միայն: Սա կարևոր, բայց ոչ բավարար է բեկումնային փոփոխության համար:
2015թ. իրականացված մի հետազոտության և հարցումների համաձայն, հասարակության 78 տոկոսը իշխանությանը վերաբերվում է որպես ծնող: Դեռ հարց է, թե ինչպիսի ծնող են ընկալում իշխանություններին՝ պարզապես երեխայի փոխարեն աշխատող, հոգսեր հոգացող, թե ուղղորդող, դաստիարակող: Փորձը ցույց է տալիս, որ իշխանությանը որպես ծնող ընկալելու մոտեցումը, որն ունի օբյեկտիվ հիմքեր, չի կարող ինքնազարգացման խթան լինել: Հետևաբար հասարակությանը ուղղորդելու, դաստիարակելու, թեկուզև արդարացի ցանկությունը դատապարտված է տապալման:
Խնդիրը մեծ հաշվով այն չէ՝ ճի՞շտ են իշխանությունները, թե՞ ոչ: Խնդիրն այն է, որ այլ են այս իշխանությանն ընտրած հասարակության ակնկալիքները: Այն, ինչի ականատեսն ենք հիմա, մասամբ կանխատեսելի էր: Լավագույն արդյունքների դեպքում նույնիսկ այս ակնկալիքների ճգնաժամը հասունանալու էր: Հիմա, սակայն, ոչ թե ակնկալիքների ծավալի, այլ բովանդակության ճգնաժամ է ստեղծվել:
