Հայաստանում օրենքով կարգելվի պոլիէթիլենային տոպրակների անվճար տրամադրումը

Բնապահպանության նախարարության կողմից մշակվել է օրենքի նախագծերի փաթեթ, որով հուլիսի 1-ից կարգելվի պոլիէթիլենային տոպրակների անվճար տրամադրումը, իսկ 2020 թվականի հունվարի մեկից կսահմանվի հատուկ հարկ։
Ըստ նախնական հետազոտության՝ այս միջոցառումը կբերի տոպրակների օգտագործման կտրուկ նվազեցմանը:

«ՀՀ հարկային օրենսգրքում լրացումներ կատարելու մասին» օրենքի նախագծով առաջարկվում է նոր բնապահպանական հարկի ավելացում և պոլիէթիլենային պարկերի և տոպրակների իրացման նվազագույն գնի սահմանում (100 դրամ)՝ պոլիէթիլենային պարկերի և տոպրակների օգտագործման ծավալները նվազեցնելու նպատակով, մասնավորապես, առաջարկվում է սահմանել նոր բնապահպանական հարկ, դրա վճարողները, հարկման օբյեկտը, հարկման բազան, դրույքաչափը, հաշվարկման կարգը։

Հավելենք, որ ուսումնասիրությունները ցույց են տվել, որ հանրապետությունում առևտրի և սպասարկման ոլորտներում պոլիէթիլենային տոպրակների լայն կիրառումը հանգեցրել է բնապահպանական խնդիրների առաջացման: Շրջակա միջավայր արտանետված պոլիէթիլենային փաթեթները երկար ժամանակ պահպանվում են և չեն ենթարկվում կենսաբանական քայքայման, որի հետևանքով դրանք առաջացնում են կայուն աղտոտվածություն: Պոլիէթիլենային տոպրակների օգտագործման միջին ժամանակահատվածը 10-15 րոպե է, իսկ բնության մեջ դրա քայքայման համար անհրաժեշտ է ավելի քան 100-400 տարի:
 
Ըստ որոշ ուսումնասիրությունների՝ հանրապետությունում պլաստիկ թափոնները կազմում են կենցաղային թափոնների ծավալի ավելի քան 30%-ը: Հայաստանում խնդիրը բարդանում է նաև նրանով, որ աննշան են պլաստիկ հումքի վերամշակման ծավալները, որի արդյունքում պլաստիկ թափոնների հիմնական մասը կուտակվում է աղբավայրերում և շրջակա միջավայրում:
 
Oգտագործված պոլիէթիլենային փաթեթներով և դրանց մնացորդներով աղտոտված է Հայաստանի Հանրապետության գետերի հիմնական մասը, հանգստավայրերին և զբոսաշրջության վայրերին կից տարածքները: Հանրապետությունում արտադրվող և ներկրվող պոլիէթիլենից փաթեթների ողջ քանակությունն ի վերջո հանգրվանում է բնության մեջ, և նույնիսկ աղբավայրերում դրանք շարունակում են վնաս պատճառել շրջակա միջավայրին։ Արևի ազդեցությամբ և ինքնայրման հետևանքով արտազատում են դիօքսին և ֆուրան գազեր:
 
Ըստ վիճակագրական տվյալների՝ Հայաստանի Հանրապետություն 2013-2015 թվականներին ներմուծվել է մոտ 16 տոննա պոլիէթիլենային փաթեթ, հանրապետությունում արտադրվել է 8.149,1 տոննա։ 2017-2018 թվականներին ներմուծվել է 18.059,6 տոննա էթիլենի պոլիմերներ՝ սկզբնական ձևերով։ Հայաստանի Հանրապետությունում փաթեթավորման համար պոլիէթիլեն արտադրող հիմնական ընկերությունները 4-ն են։
