Կարեն Ղազարյանի փոխանակման համար Հայաստանում չկան նույն կարգավիճակում գտնվող ադրբեջանցիներ. Զեյնալյան
SOCIETYԱդրբեջանում ապօրինաբար 20 տարվա ազատազրկման դատապարտված ՀՀ քաղաքացի Կարեն Ղազարյանին փոխանակելու առաջարկ հնչել է, սակայն փոխանակման համար Հայաստանում չկան նույն կարգավիճակում գտնվող Ադրբեջանի քաղաքացիներ: Այնուամենայնիվ Հայաստանի կառավարությունը օգտագործում է դիվանագիտական, քաղաքական բոլոր միջոցները՝ նրան վերադարձնելու համար:
ԱԺ-ում կառավարության անդամների հետ հարց ու պատասխանի ժամանակ այս մասին ասաց ՀՀ արդարադատության նախարար Արտակ Զեյնալյանը` պատասխանելով «Լուսավոր Հայաստան» խմբակցության պատգամավոր Սարգիս Ալեքսանյանի հարցին:
Արտակ Զեյնալյանը ուշադրություն հրավիրեց տերմինոլոգիայի վրա: «Կարեն Ղազարյանը ոչ թե գերեվարված է, այլ ձերբակալված: Շատ էական տարբերություն կա: ՀՀ կառավարությունն օգտագործում է բոլոր դիվանագիտական ու հումանիտար գործիքներն ու միջոցները, որպեսզի Կարեն Ղազարյանի կյանքը երաշխավորվի: Միևնույն ժամանակ, ամեն ինչ արվում է նրան Հայաստան վերադարձնելու համար: Նաև փոխանակման առաջարկ է եղել, բայց ՀՀ-ում չկան նույն կարգավիճակում գտնվող Ադրբեջանի քաղաքացիներ, որ Հայաստանն այդ փոխանակումն իրականացնի»,-ասաց Զեյնալյանը:
Նա շեշտեց` Ղազարյանն ապօրինաբար է գտնվում անազատության մեջ: Այն, ինչ վերագրվում է նրան, չի համապատասխանում իրականությանը: Նախարարը վստահեցրեց` ՀՀ կառավարությունն օգտագործում է դիվանագիտական, սոցիալական, հումանիտար, քաղաքական բոլոր միջոցները, որպեսզի քաղաքացուն կարողանա վերադարձնել Հայաստան:
Նա նաև տեղեկացրեց, որ Կարեն Ղազարյանի ներկայացուցիչները Մարդու իրավունքների եվրոպական դատարան գանգատ են ներկայացրել, պահանջել են հրատապ միջոց կիրառել: Հիմա այդ գանգատը քննվում է, և Հայաստանին անպայման կծանուցվի ու Հայաստանը կներգրավվի որպես երրորդ կողմ:
ՀՀ քաղաքացի Կարեն Ղազարյանն Ադրբեջանում դատապարտվել է 20 տարվա ազատազրկման: Դատական նիստը տեղի է ունեցել փետրվարի 27-ին: Ադրբեջանում ՀՀ քաղաքացու նկատմամբ մեղադրանքներ են առաջադրվել այդ երկրի Քրեական օրենսգրքի մի քանի հոդվածներով՝ սպանություն, ահաբեկչություն, հասարակական կարգի խախտում և այլն։ Չնայած Կարեն Ղազարյանը քաղաքացիական անձ է, այդուհանդերձ Ադրբեջանում նա ներկայացվել է որպես դիվերսանտ:Դեպքի հետ կապված 2018թ. հուլիսին ՀՀ պաշտպանության նախարարությունը պաշտոնապես հայտարարել էր, որ Տավուշի Բերդավան գյուղի բնակիչ 1984թ. ծնված Կարեն Ղազարյանը չի ծառայում և երբեք չի ծառայել ՀՀ ԶՈւ-ում։ ՀՀ պաշտպանության նախարար Դավիթ Տոնոյանը, հանդիսանալով Գերիների պատանդների և անհայտ կորածների միջգերատեսչական հանձնաժողովի նախագահ դիմել էր ԿԽՄԿ Երևանյան գրասենյակ ՀՀ քաղաքացի Կարեն Ղազարյանի վերադարձի կազմակերպման համար։ ԿԽՄԿ Երևանյան գրասենյակը զգուշացված էր Կարեն Ղազարյանի առողջական խնդիրների վերաբերյալ: Այն ժամանակ ԱԳՆ մամուլի խոսնակ Տիգրան Բալայանն էլ նշել էր, որ հայ-ադրբեջանական սահմանը հատած ու հակառակորդի մոտ հայտնված Կարեն Ղազարյանը, որևէ առնչություն չունի բանակի հետ և հոգեկան խնդիրներ ունի: 2018 թվականի հուլիսին ադրբեջանական կողմը տեղեկատվություն էր տարածել, թե Ղազախի շրջանում հայկական կողմից դիվերսիոն ներթափանցման փորձ են կասեցրել ու գերեվարել «հայ հետախույզ», 1984 թ. ծնված Կարեն Ղազարյանին: ՀՀ ոստիկանությունը հայտնել էր, որ լուրը բացարձակապես չի համապատասխանում իրականությանն ու ապատեղեկատվություն է: «Կարեն Ղազարյանը Հայաստանի Հանրապետության Տավուշի մարզի սահմանամերձ Բերդավան գյուղի բնակիչ է, որևէ առնչություն չունի զինվորական ծառայության հետ, ունի առողջական խնդիրներ և 2013 թվականից հաշվառված է համապատասխան բուժհաստատությունում»,-պարզաբանել էր նաև ոստիկանությունը:
