Կենտրոնական բանկի մամուլի քարտուղար Հարություն Բերբերյանը Tert.am–ի հետ զրույցում ասում է, որ «Առանց մեղադրական դատավճռի հանցավոր ճանապարհով ստացված գույքի բռնագանձման վերաբերյալ» հայեցակարգը որևէ աղերս չունի անցումային արդարադատության հետ և դրա նպատակը Հայաստանում փողերի լվացման դեմ պայքարող ինստիտուտի առավել արդյունավետ ներդրումն է։ Նա նաև նշում է, որ այն արդեն կիրառվում է Վրաստանում, Ռուսաստանում և եվրոպական մի շարք երկրներում։ 

– Պարո՛ն Բերբերյան, ԱԺ նախկին փոխնախագահ Արփինե Հովհաննիսյանը ֆեյսբուքյան իր էջում գրել էր, որ մարտի 1-ին վարչապետ Նիկոլ Փաշինյանի կողմից ստեղծվել է աշխատանքային խումբ Կենտրոնական բանկի կողմից մշակված «Առանց մեղադրական դատավճռի հանցավոր ճանապարհով ստացված գույքի բռնագանձման վերաբերյալ» հայեցակարգով նախատեսված ինստիտուտների ներդրման հետ կապված քննարկումները կազմակերպելու համար։  Նա նաև նշել էր, թե հայեցակարգը, որը դրված է այս աշխատանքային խմբի ստեղծման հիմքում, դանդաղ գործող ռումբ է ոչ միայն մեր պետականության համար, այլ հենց Նիկոլ Փաշինյանի իշխանության համար։ Ըստ Ձեզ, ի՞նչ նկատի ուներ տիկին Հովհաննիսյանը, արդյոք նկատի ուներ, որ սա արվում է անցումա՞յին արդարադատության շրջանակներում։  
 
– «Նախ թույլ տվեք ասել, որ, երևի թե, տիկին Հովհաննիսյանը ոչ միտումնավոր հրապարակել է 2017 թվականի աշխատանքային մի նախագիծ, որովհետև նախագիծը, որը նա հրապարակել է, կապ չունի այն նախագծի հետ, որը հիմա շրջանառվում է։ Եվ այստեղ մի կարևոր բան կա. ծանր հանցագործությունների դեմ մեղադրյալի կողմից գույքի օրինականության ապացուցման պարտականության և առանց մեղադրական դատավճռի գույքի բռնագանձման ինստիտուտի վերաբերյալ շատ կարևոր է նշել, որ դա փողերի լվացման դեմ դասական պայքարի օրինակներից մեկն է: 

Երկրորդը` եկե՛ք ամենակարևորը ֆիքսենք, որ Հայաստանը ՄԱԿ-ի կոռուպցիայի դեմ պայքարի մասին  կոնվենցիան առանց որևէ վերապահման վավերացրել է դեռևս 2007 թվականին: Եվ Հայաստանի Հանրապետությունը կոնվենցիայով նախատեսված տարբեր միջոցառումների ներդրման ճանապարհային քարտեզ է ունեցել, որը հետևողականորեն իրականացրել է, և այս միջոցառումը որևէ աղերս չունի, այսպես կոչված, «անցումային արդարադատություն» եզրույթի հետ և ունի ընդամենը մեկ նպատակ՝ այն միտված է  Հայաստանի Հանրապետությունում փողերի լվացման դեմ ինստիտուտի առավել արդյունավետ ներդրմանը:

– Միջազգային փորձի մասին ի՞նչ կարող եք ասել, արդյոք այդ ինստիտուտների ներդրումն  արդյունավե՞տ է։

– Շատ կարևոր է հաշվի առնել նաև միջազգային փորձը։ Պետք է արձանագրել, որ մի շարք երկրներում, այդ թվում՝ հարևան երկրներում, արդեն իսկ դրանք ներդրվել են, օրինակ՝ Վրաստանում, Ռուսաստանի Դաշնությունում։ Եվրոպական շատ երկրներ անցել են դրան՝ Մեծ Բրիտանիան, ԱՄՆ-ն, Իռլանդիան, Բուլղարիան, Լեհաստանը, Շվեյցարիան, Լատվիան, Լիտվան և այլն։ Եվ այս միջոցառումը ՄԱՆԻՎԱԼ-ի և ՖԱԹՖ–ի միջազգային ստանդարտներին համապատասխան է իրականացվում, որը, նորից եմ կրկնում, ունի մեկ նպատակ` բարձրացնել փողերի լվացման դեմ պայքարի արդյունավետությունը»։
