Միայն պատրաստակամությունն արդեն ուրախալի է․ ճարտարապետը՝ ապօրինի ձեղնահարկերը քաղաքապետարանի կողմից քանդելու մասին
POLITICSՃարտարապետ Բորիս Քոչարյանի խոսքով՝ հարկ կա անդրադառնալու Երևանի շենքերին ապօրինի կառուցված ձեղնահարկերի խնդրին: Նա Tert.am-ի հետ զրույցում նման դիտարկում արեց՝ նկատելով, որ քաղաքապետարանի կողմից խնդրին միայն անդրադառնալն արդեն դրական ազդակ է պարունակում:
«Հասարակությունը տարիներ շարունակ պահանջել է, որ նման խնդիրները լուծում ստանան»,- նշեց նա:
Հիշեցնենք, որ ըստ 168.am-ի աղբյուրի՝ քաղաքապետարանը պատրաստվում է ևս մեկ «աղմկահարույց» որոշում կայացնելուն: Լրատվամիջոցի հաղորդմամբ՝ քաղաքապետարանի իրավաբանական վարչությունում մասնագետները լծված են շինթույլտվությունների փաստաթղթերը ուսումնասիրելու գործին, իրավական հիմքեր են պատրաստվում՝ սկսելու մանսարդների քանդման աշխատանքները:
Բորիս Քոչարյանի խոսքով՝ իհարկե, երբեմն հասարակության մի հատված նման որոշումներին ընդդիմանում է, բայց դա իրականում չի համապատասխանում ընդհանուր տրամադրություններին:
«Ցանկացած նման որոշում ցավոտ հետևանքներ է առաջացնելու, որովհետև դրանց հետևում կոնկրետ մարդիկ են: Երբեմն դժվար է ընդհանուրի և մասնավորի շահերի ընդհարման դեմ քայլեր ձեռնարկելը»,- ասաց նա:
Ճարտարապետի խոսքով՝ քաղաքի շենքերին ապօրինի կառուցված ձեղնահարկերի քանդելը և՛ իրավական, և՛ տեխնիկական առումով էլ շատ բարդություններ է պարունակում: «Միայն պատրաստակամությունը այդ հարցերը լուծելու, արդեն ուրախալի է: Գիտեմ, որ շատ մեծ բարդությունների հետ է դա կապված: Անհանգիստ եմ, թե ոնց են դա իրականացնելու, բայց նման մտադրությունը քննադատելու կամ դրան թերահավատորեն վերաբերելու մտադրություն չունեմ»,- ասաց նա:
Քաղաքային իշխանությունների կողմից այս հարցի վերաբերյալ կամքի դրսևորումը, ըստ ճարտարապետի, արդեն իսկ դրական է: «Եթե նույնիսկ դա վերաբերեր իմ կողմից կառուցված ինչ-որ շինության, որ պետք է վերանորոգվի, ես դա դրական կհամարեի»,- ասաց նա:
Բորիս Քոչարյանի խոսքով՝ մարդիկ պետք է հասկանան, որ քաղաքի իշխանությունը ի շահ հանրության է գործում: «Այս անգամ հո քաղաքապետը ընտրվել է: Մենք էլ պետք է նրան օգնենք, որ լուծումները լինեն տեղին, լուծումները լինեն պակաս ցավոտ»,- ասաց նա:
Ճարտարապետը նկատեց նաև, որ այդ հարցին մեկ օր անդրադարձ անել պետք էր լինելու: «Չպետք է սպասենք, որ խնդիրը բերի աղետալի հետևանքներ, հետո նոր անդրադառնանք: Սպասենք երկրաշարժ լինի, հետ նոր իրավիճակը գնահատե՞նք, թե՞ այսօրվանից ձեռնամուխ լինենք լուծումներ գտնելուն»,- ասաց նա:
Անդրադառնալով քաղաքապետ Հայկ Մարությանի գործունեությանը՝ ճարտարապետը նշեց, որ նկատում է՝ նա ցավոտ խնդիրների մասին պատկերացում ունի և գիտի, ինչ անհետաձգելի խնդիրներ կան լուծելու:
«Այսօրվա քաղաքային իշխանությունները հասկանում են, գիտակցում են, ուզում են մի բան փոխել: Ես ո՞նց չաջակցեմ նրանց»,- ասաց նա:
