Ինչպես հայտնում է ֆոտոլրագրող Գագիկ Շամշյանը, Ն. Աբգարյանի որոշմամբ փետրվարի 28-ին ՀՀ քր օր-ի 177 հոդվածի 3-րդ մասի 1.1 կետով Ա. Հովսեփյանի նկատմամբ հարուցվել է քրեական գործ: 

Այդ օրը ոստիկանության Կապանի բաժին է դիմել Քաջարան քաղաքի Շահումյան փողոցի շենքերից մեկի բնակիչ, 44-ամյա Նարինե Բարսեղյանը և հայտնել որ նախորդ օրը ժամը 19:30-ից մինչև փետրվարի 28-ի ժամը 00:15-ն ընկած ժամանակահատվածում անհայտ անձը կամ անձինք իր բնակարանի մուտքի դռան փականը բացելու միջոցով ներս են մտել բնակարան և ննջասենյակի զգեստապահարանից հափշտակել 3 մլն 750 հազար դրամ գումար: 

Նույն օրը հանցագործությունը բացահայտելու, կատարողին կամ կատարողներին և գողոնը հայտնաբերելու նպատակով ոստիկանության Սյունիքի մարզային վարչության պետ, ոստիկանության գնդապետ Արշավիր Գևորգյանի և Հայաստանի քննչական կոմիտեի Սյունիքի մարզային քննչական վարչության պետ, արդարադատութւան գնդապետ Դաղունցի որոշմամբ ստեղծվել են օպերատիվ-հետախուզական քննչական խմբեր ոստիանության Կապանի բաժնի պետ, ոստիկանության գնդապետ Հակոբ Աբրահամյանի և ոստիկանության Քաջարանի բաժանմունքի պետ, ոստիկանության փոխգնդապետ Մխիթար Մանուչարյանի գլխավորությամբ:
