Կառավարության շենքի առջև երեկ շարունակվեց բողոքի զանգվածային ակցիան, որը կապված էր գազավորված ըմպելիքների թանկացման հետ. բողոքողներն այսօր կհանդիպեն փոխվարչապետ Մհեր Գրիգորյանի հետ: Անցած շաբաթ բողոքի ակցիա իրականացվեց նաև գրավատների և փոխանակման կետերի պետտուքի ավելացման դեմ: Ըստ էության, ունենք մի իրավիճակ, երբ կառավարությունը չմտածված քայլերով փաստացի տանուլ է տալիս այս «ճակատում»:

Նկատենք, որ 2018 թ. նոյեմբերին, երբ ներկայացվում էին Հարկային օրենսգրքում սպասվելիք փոփոխությունները, ֆինանսների նախարարի տեղակալ Արման Պողոսյանն ասել էր, որ գազավորված ըմպելիքների ակցիզային հարկից գները չեն բարձրանա: Նա նշել է, որ առաջարկվում է ակցիզային հարկը սահմանել 10 %-ի չափով, բայց ոչ պակաս 30 դրամ՝ 1 լիտրի համար։ Նաև հավելել, որ ամեն դեպքում ամեն ինչ կախված է իրավիճակից, մրցակցությունից, և հնարավոր է, որ արտադրողն այդ ամբողջ ծախսը վերցնի իր վրա, որպեսզի գնի բարձրացում տեղի չունենա:

Տնտեսագետների համոզմամբ, տարօրինակ է, որ նախարարի տեղակալն իր պաշտոնին ոչ հարիր վերլուծություն է անում։ Անգամ տարրական դասարանի աշակերտի համար էլ պարզ է, որ եթե ակցիզային հարկը տասը տոկոս է կազմելու, ապա մեկ լիտր ըմպելիքը, ինքնաբերաբար, կթանկանա ոչ պակաս, քան 30 դրամով։ Երրորդ՝ ինչո՞ւ պետք է արտադրողն ավելացած այդ ամբողջ ծախսը վերցնի իր վրա, որպեսզի գները չբարձրանան։ Ի՞նչ նորագույն մոտեցում է սա, աշխարհում ընդունված տնտեսագիտական կանոններում և՞ս կարծրատիպեր են փորձում կոտրել։

Հաջորդ լրջագույն և խնդրահարույց հարցն առնչվում է տարեկան պետտուրքին։ Արտարժույթի փոխանակման կետերի և գրավատների սեփականատերերի ու աշխատակիցների զայրույթը սահման չունի։ Առաջարկվող փոփոխությամբ արտարժույթի փոխանակման կետերի տարեկան տուրքը 50 հազարից դառնումէ 3 մլն դրամ, իսկ գրավատներինը՝ 100 հազարից՝ 6 մլն դրամ։ Ամենավտանգավորն այստեղ այն է, որ տնտեսաֆինանսական ոչ մի հիմնավորում չի ներկայացվում, թե ինչո՞ւ, ի՞նչ հաշվարկներից ելնելով են գրավատների և արտարժույթի փոխանակման կետերի համար սահմանել նման աստղաբաշխական թվեր։ Միևնույն ժամանակ նկատենք, որ թեև առևտրային բանկերի համար ևս բարձրացել է տարեկան պետտուրքի չափը, այնուհանդերձ, դա համաչափ չէ՝ հաշվի առնելով բանկերի մեծ կապիտալիզացիան։ Նման մոտեցումն ինքնին նշանակում է, որ խնդիրներ են ստեղծվելու այս ոլորտի ՓՄՁ-ների համար:

Փաստացի՝ արդեն այսօր ՀՕ-ի փոփոխությունները դրված են օրենսդիրի սեղանին։ Բողոքավորների կռիվը, ըստ երևույթին, դեռ կշարունակվի, գուցե նաև արդեն ԱԺ-ում։ Քննարկումը թեժ կլինի, սակայն սա չէ կարևորը, այլ այն, թե բարձրացված խնդիրը լուծում կստանա՞, թե՞ ոչ։ Մի կողմից իշխանությունը կարևորում է փոքր և միջին ձեռներեցության դաշտի «առողջացման» հարցը, մյուս կողմից, «վիրուսակիր» օրենքներ են ներմուծվում դաշտ, ինչը կարող է «ախտահարել» ներդրողներին։ Քանի որ բոլորի համար էլ պարզ է, որ ցանկացած ներդրող կարևորում է այն մոտեցումը, որ ցուցաբերում է պետությունն իր գործարար խավի նկատմամբ։
