ԱԺ «Իմ քայլը» խմբակցության պատգամավոր Վիկտոր Ենգիբարյանը ֆեյսբուքյան էջում քննարկման է ներկայացրել տուգանքների հետ կապված նոր տարբերակ, ըստ որի տուգանքի չափը պիտի որոշվի ըստ վարորդի մեքենայի արժեքի: 
Նրա ամբողջական գրառումը ներկայացնում ենք ստորև.

 

«Մեր քաղաքական թիմը ի սկզբանե հայտարարել է, որ մենք պետք է վերջ տանք «տուգանող ու պատժող պետություն» լինելուն։ 

Սրան հետևում է, որ մասնավորապես ճանապարհատրանսպորտային տուգանքներ պետք է կիրառել բացառապես այդ խախտումները կանխարգելելու նպատակով։
Միևնույն ժամանակ, մենք բոլորս գիտենք, որ կանխարգելիչ դրամական տուգանքները պետք է լինեն համաչափ խախտում իրականացրած անձի եկամուտների հետ, որպեսզի այդ խախտման կրկնվելու հավանականությունը քչանա։ 

Արագությունը գերազանցման համար կիրառվող 20.000 դրամը մի վարորդի համար հսկայական բեռ է, մեկ այլ վարորդի համար աննկատ գումար։ 
Այդ պատճառով, ես ցանկանում եմ՝ քննարկենք այն տարբերակը, որ ճանապարհատրանսպորտային տուգանքների մինիմալ չափերը առնվազն երկու անգամ կրճատվեն, և դրանք բազմապատկվեն եկամտային գործակցի հետ։ Եկամտային գործակիցը կարելի է պայմանականորեն հաշվել մեքենայի արժեքով։

Դիցուկ, արագությունը գերազանցման համար, եթե կամայական վարորդ այժմ պետք է վճարի 10.000 դրամ, ապա իմ առաջարկած տարբերակով նա կվճարի 5.000 դրամ բազմապատկած մեքենայի արժեքի գործակցով։ 

Եթե մեքենան պայմանականորեն պատկանում է ամենաէժան մեքենաների դասին, ապա նա կվճարի 5000x1=5000դրամ, իսկ եթե այն պայմանականորեն ամենաթանկ մեքենան է 5000x10=50.000:
ՀԳ։ Ելակետ եմ ընդունում այն միտքը, որ որքան թանկարժեք է մեքենան, այնքան բարձր եկամուտ ունի սեփականատերը։

ՀԳ3: Բացի վերը նշվածից, առաջարկում եմ նաև որոշակի փոփոխություններ իրականացնել ճանապարհատրանսպորտային նշանների կահավորման մեջ։ Մասնավորապես, հաճախ այդ նշանները տեղադրված են ոչ թե վարորդներին օգնելու, այլև տուգանելու համար։ Օրինակ՝ «համայնքայն տարածք» նշանը հաճախ դրված է արագընթաց ճանապարհի վրա, որի շուրջ համայնքի որևէ կառույց կամ բնակավայր չկա։
ՀԳ4: Առաջարկում եմ նաև կանխիկ վճարելու մեխանիզմը վերացնել, սա պարունակում է կոռուպցիոն ռիսկ»։
