ԱՅՈ vs Ոչ. բովանդակային հակամարտություն, թե էմոցիաների առճակատում

Սահմանադրականի շուրջ քննարկումների պակաս չկա: Կարծում եմ` բնական է... Միայն դեգրադացված հանրությանը հետաքրքիր չի լինի սեփական երկրի Սահմանադրության մեջ փոփոխություններ իրականացնելու գործընթացը: Պետք է ընդունենք նաև, որ տեղեկատվության պակաս էլ չկա: Յուրաքանչյուր ՀՀ քաղաքացի համացանցի միջոցով կարող է ազատ ուսոմնասիրել մայր օրենքում կատարվելիք փոփոխությունների նախագիծը:
Դժվար է ասել, թե վերոգրյալ քննարկումներից քանիսի մասնակիցներն են ամբողջությամբ կարդացել Սահմանադրականի նախագիծը, քանիսն են բանավիճում բովանդակության շուրջ, քանիսը` էմոցիաների...
Ինչևէ... փորձենք վերլուծել ԱՅՈ-ի և ՈՉ-ի առճակատման առիթ հանդիսացող թեզերից մեկը:
Ոչ-ն ասում է` Սահմանադրական փոփոխությունների արդյունքում երկիրը կվերածվի միակուսակցական պետության: Հիմնավորելով վերոգրյալ միտքը` Ոչ-ականներն ասում են.
Եթե ըտնրական օրենսգիրքը պետք է երաշխավորի կայուն խորհրդարանական մեծամասնության ձևավորմանը, ապա սա ի վերջո կհանգեցնի միակուսակցական համակարգի:
Ոչ-ին, մասնավորապես, մտահագում է այն հանգամանքը, որ պարտադիր ընտրության երկրորդ փուլ է հայտարարվում, եթե ընտրության արդյունքում կամ քաղաքական կոալիցիա կազմելու միջոցով կայուն պառլամենտական մեծամասնություն չի կազմվում:
ԱՅՈ-ն ասում է, որ թե 2012 թվականի ԱԺ ընտրությունների, թե դրան նախորդող խորհրդարանական ընտրությունների ժամանակ համամասնական համակարգով մանդատների բաշխմանը մասնակցել է առնվազն 5 կուսակցություն, մինչդեռ մեծամասնական համակարգով մանդատներ ստացել են ընդամենը 2-3 կուսակցությունների ներկայացուցիչներ: Փաստորեն նոր մոդելով առաջարկվող 100 տոկոսանոց համամասնական ընտրական համակարգը ոչ միայն չի կարող հանգեցնել միակուսակցական համակարգի, այլ հակառակը` խորհրդարանում կապահովի մի քանի կուսակցությունների առակայություն:
Հիմնավորելով կայուն խորհրդարանական մեծամասնության անհրաժեշտությունը` ԱՅՈ-ականներն ասում են.
Իրականում դա ընդամենը նշանակում է, որ երաշխավորվում է, որ որևէ կուսակցություն կամ կուսակցությունների դաշինք պետք է ունենա պատգամավորների տեղերի 50 տոկոսից մի փոքր ավելին: Միջազգային պրակտիկայում ընդունված է, որ այդ թիվը չպետք է գերազանցի 54 տոկոսը: ՀՀ ընտրական պատմությունը վկայում է, որ գրեթե անհավանական է 100 տոկոս համամասնական համակարգում որևէ կուսակցության կողմից պատգամավորական մանդատների միայնակ ստանալը: Փաստորեն կուսակցությունները ստիպված են լինելու կոալիցիաներ կազմել, ինչը կրկին վկայում է, որ միակուսակցական ոմդելի մասին խոսք լինել չի կարող:
