Ինչո՞ւ է անցումային արդարադատությունն այդքան կարևոր
POLITICSԻշխանությունների համար օրակարգային կարևոր հարց է դարձել անցումային արդարադատության համակարգի ստեղծումն ու համապատասխան նախագծերի մշակումը, որի մասին դեռևս կառավարության ծրագրի ներկայացման ժամանակ հրապարակավ «ձեռքի հետ» հայտարարեց վարչապետ Փաշինյանը:
Ըստ «Փաստ» թերթի տեղեկությունների, դրա տակ հստակ քաղաքական ենթատեքստ կա, որի համաձայն, իշխանությունները փորձելու են հնարավոր բոլոր միջոցներն օգտագործել, որպեսզի առաջին հերթին ՄԻԵԴ-ի հնարավոր բացասական վճիռներից խուսափելով՝ նախկին «քրեաօլիգարխիկ» համակարգի կողմից ձեռքբերված անշարժ գույքը հետ բերեն պետության իրավասության տակ, նաև իշխանության համար անցանկալի և «վտանգ» ներկայացնող դեմքերին հնարավորինս լիկվիդացնեն քաղաքական հարթակից: Մեր աղբյուրների պնդմամբ, այս թեմայի վերաբերյալ վարչապետը ՔՊ ներկայացուցիչների հետ քննարկման ժամանակ հանձնարարել է բոլոր «ֆրոնտներում» ու հնարավոր բոլոր ձևաչափերով հանրությանը ներկայացնել օրենքի ընդունման կարևորությունն ու առաջնայնությունը: Դրանով է պայմանավորված այն հանգամանքը, որ իշխանական իրավաբան պատգամավորները, «իշխանամերձ» մասնագետները ջանք չեն խնայում իրենց հաճելի «սոուսով» մատուցել հարցի մանրամասները: Հատկանշականն այն է, որ նրանք հնարավոր բոլոր մեթոդներով խուսափում են հանրային դիսկուրսից, փորձում են ուղղակի «միակողմանի» տեսակետներ գեներացնել տեղեկատվական դաշտում՝ ամեն կերպ խուսափելով մանրամասներ ներկայացնել և ասել, թե խոսքն ինչի մասին է և, օրինակ, որ երկրի իրավակիրառ պրակտիկայում է այն օգտագործվել:
