POLITICSՏասնամյակներ տևած էթնիկ հակամարտությունից հետո Հայաստանի և Ադրբեջանի առաջնորդները պատրասվում են հանդիպել՝ փորձելու կարգավորել Լեռնային Ղարաբաղի շուրջ տիրող երկարատև հակամարտությունը: Այս մասին գրում է Washington Post պարբերականը՝ ընդգծելով, որ դիտորդները բավականին պատճառներ ունեն թերահավատորեն նայելու այն մտքին, թե գալիք հանդիպումը կարող է բերել երկարատև հանգստության:
«Այնուամենայնիվ, նշանակալի փոփոխություն կա նախորդ նման փորձից հետո: Որոշ տվյալներ փաստում են, որ ժողովրդավարական հասարակություններն առավել միտված են խաղաղություն հաստատելու իրենց հարևանների հետ և հաճախակի կարող են իրականացնել դա, եթե քաղաքացիական հասարակական խմբերը հնարավորության ունենան կապ հաստատելու միմյանց հետ պաշտոնական բանակցությունների սահմաններից դուրս», - ընդգծում է հոդվածագիրը:
Ըստ աղբյուրի՝ վերջին դիվանագիտական բանակցային փուլին միայն ժամանակավոր հանդարտություն է հաջորդել, և բազմաթիվ վերլուծաբաններ և խաղաղության ջատագովներ թերահավատորեն են նայում դիվանագիտական ընթացքին:
Ինչպես հոդվածագիրը նշում է, վերջին ուսումնասիրությունները ենթադրում են, որ տարածաշրջանում ժողովրդավարական փոփոխությունները կարող են նպասել հակամարտության և ագրեսիայի նվազմանը, քանի որ ժողովրդավար հասարակությունները ձգտում են խաղաղություն հաստատել և զարգացնել համագործակցությունը հարևան երկրների հետ:
«Սակայն միայն դա բավական չէ: Ուսումնասիրությունը ցույց է տալիս, որ առավել հավանական է խաղաղության համաձայնագրերի կիրառումը, եթե հակամարտության բոլոր կողմերը ներգրավված լինեն խաղաղության գործընթացում: Այն, ինչ անհրաժեշտ է, հակամարտության ազդեցության տակ հայտնված խմբերի, փախստականների և Լեռնային Ղարաբաղի ներգրավվածությունն է, որոնք վերջին տարիներին դուրս են մնացել բանակցային գործընթացից», - ասվում է հոդվածում:
