Կառավարությունը երեկ ընդունեց Քաղաքացու օր նշանակելու մասին որոշման նախագիծը: Այսպիսով, ըստ «Տոների և հիշատակի օրերի մասին» Հայաստանի Հանրապետության օրենքում լրացում կատարելու մասին» Հայաստանի Հանրապետության օրենքի, Հայաստանի Հանրապետության Քաղաքացու օրը կնշվի ապրիլի վերջին շաբաթ օրը: Ըստ կառավարության հիմնավորման, առաջարկվող կարգավորումը հնարավորություն կընձեռի հայոց պատմության մեջ նոր էջ բացած Հայաստանի Հանրապետության հազարավոր քաղաքացիների կողմից իրականացված համաժողովրդական շարժման առիթով սահմանելու Հայաստանի Հանրապետության Քաղաքացու օր:

Խոսքը, բնականաբար, անցած տարի տեղի ունեցած թավշյա հեղափոխության արժևորման մասին է։ Կասկած չկա, որ կառավարության որոշումը շուտով կդառնա խորհրդարանի կողմից ընդունված օրենք, սակայն այս պարագայում առաջանում են մի քանի հարցեր, որոնք իսկապես պարզաբանման կարիք ունեն։ Աշխարհի մի շարք քաղաքակիրթ երկրներում իրադարձությունների պատմականությունը, դրանց նշանակությունն արժևորվում է տարիներ անց, երբ հուզականությունն ու էյֆորիան, սուբյեկտիվիզմն իրենց տեղը զիջած են լինում ավելի սթափ գնահատականներին, վերլուծություններին, ի վերջո՝ հնարավոր է դառնում կոնկրետ իրադարձությունը դիտարկել հետևանքների հարթության վրա։ Հիշենք, թե մեր աչքի առաջ ինչպես արժևորվեցին ու արժեզրկվեցին բազմաթիվ տոներ, ստեղծվեցին նոր ավանդույթներ, կործանվեցին հին կուռքեր։

Այս առումով՝ այնքան էլ ճիշտ չէ, որ թավշյա հեղափոխությունից ընդամենը մեկ տարի հետո օրենսդրորեն արժևորվում է այդ իրադարձությունը, մանավանդ, երբ դա անում է այն իշխանությունը, որը ձևավորվել է այդ հեղափոխության արդյունքում։ Այստեղ ակնհայտորեն առկա է քաղաքական սուբյեկտիվիզմի գործոնը. ի վերջո, իրադարձություններն արժևորվում, հիշատակման արժանի են դառնում ոչ թե պետական որոշումներով, այլ հանրային գիտակցության մեջ։ Ու այս համատեքստում խիստ սկզբունքային է, թե թավշյա հեղափոխության տարեդարձը մեր հասարակությունն ինչպես կնշի ոչ թե մեկ, այլ, ենթադրենք, հինգ կամ տասը տարի հետո։

Մյուս կողմից՝ անցած տարի տեղի ունեցած թավշյա հեղափոխությունը խորհուրդ ուներ, որի մասին անընդհատ հիշատակում է նաև վարչապետ Նիկոլ Փաշինյանը՝ իշխանությունը վերադարձվել է քաղաքացուն, նա է այս երկրի տերը։ Այլ խոսքով՝ քաղաքացու օր պետք է լինեն տարվա բոլոր օրերը, ու այս դեպքում տարակուսելի է, թե ինչո՞ւ է կառավարությունը սահմանափակում Հայաստանի քաղաքացիների տոնական տրամադրությունները, արժևորված զգալու նրա ցանկությունները։

Հերթական անգամ գործ ունենք իշխանության՝ հեղափոխությունը ֆետիշացնելու փորձերի հետ։ Մնացին թանգարանն ու արձանները: Սակայն երբեք չպետք է մոռանանք, որ մարդկանց կյանքը տոնական է դառնում ոչ թե օրացույցով, այլ անվտանգ ու բարեկեցիկ կյանքով։
