Վաճառել են, ինչ կարողացել են
INTERVIEWՎերջերս հայտնի դարձավ, որ Դավիթաշեն վարչական շրջանին պատկանող շենքի մի մասն օտարվել է: Համայնքի նախկին ղեկավարը լրատվամիջոցին նույնիսկ ասել էր, որ եթե մյուս մասի համար գնորդ գտներ, ապա մնացածն էլ կվաճառեր: Բնական հարց է ծագում, որ եթե քաղաքային իշխանություններից մեկին հաջողվել է՝ համայնքային սեփականություն հանդիսացող շենք-շինությունները վաճառել, այն էլ ոչ թե ասենք՝ մանկապարտեզ կամ ինչ-որ կրպակ, այլ ո՛չ ավել, ո՛չ պակաս այն շենքը, որը համարվում է համայնքային սեփականություն և որտեղ նաև տեղակայված է վարչական շրջանի ողջ անձնակազմը:
Ու եթե ամենաերիտասարդ վարչական միավորի ղեկավարը կարողացել է նման գործարքի գնալ, պարզ հարց է ծագում, թե մյուս համայնքներում վիճակն ինչպե՞ս է: Բացի այդ, շշուկներ կան, որ նույնիսկ Երևանի քաղաքապետարանի շենքն է ինչ-որ մեկի սեփականությունը և այն վարձակալական սկզբունքներով է տրամադրված եղել քաղաքի իշխանություններին:
Պարզելու համար, թե միայն մեկ համայնքո՞ւմ է նման «քայլ արվել», թե մյուս համայնքերում էլ կարող է այդօրինակ իրավիճակ լինի, «Փաստը» դիմեց Երևանի քաղաքպետի մամուլի խոսնակ Հակոբ Կարապետյանին:
- Պարոն Կարապետյան, իրականում օրենքը թույլ տալի՞ս է, որ համայնքային սեփականություն հանդիսացող վարչական շենքը մասնավորեցվի կամ վաճառվի:
- Օրենքը, ըստ էության, չի արգելում նման գործարքը: Հարցն այն է, թե որքանով է օրինական ընթացել օտարման գործընթացը: Սրա մասին մենք կարող ենք հետևություններ անել՝ համադրելով որոշ տվյալներ: Օրինակ՝ ո՞ւմ է օտարվել գույքը, ի՞նչ արժեքով, ի՞նչ նպատակով և այլն: Եթե անգամ մակերեսային ուսումնասիրություններ անենք, կտեսնենք, որ հիմնականում համայնքային գույքը օտարվել է այդ ժամանակ անմիջապես իշխանության մեջ գտնվող մարդկանց կամ նրանց մերձավորներին՝ ոչ շուկայական գներով:
- Ի՞նչ պատկեր է Երևանի մյուս վարչական շրջաններում, արդյո՞ք նման պատկեր կա մնացած համայնքներում նույնպես:
- Կարծում եմ՝ գրեթե բոլոր վարչական շրջաններում, նախկին թաղային համայնքներում նմանատիպ դեպքեր կարելի է գտնել:
- Տեղեկություններ կան, որ Երևանի քաղաքապետարանի շենքը նույնպես ինչ-որ մեկի սեփականությունն է, խնդում եմ հաստատեք կամ հերքեք, և եթե քաղաքապետարանն էլ է վարձակալության սկզբունքով տարածքն օգտագործում, ապա ամսական վարձավճարը որքա՞ն է:
- Ոչ, քաղաքապետարանի ներկայիս շենքը, այդ թվում՝ Բուզանդի 1/3 հասցեում գտնվող երկրորդ մասնաշենքը, համայնքի սեփականությունն է: Գուցե դուք նկատի ունեք Լուսավորչի փողոցում գտնվող քաղաքապետարանի նախկին շենքը, որում այսօր բանկ է տեղակայված: Այդ շենքը, եթե հիշողությունս չի դավաճանում, նախկինում օտարվել է՝ ներկայիս շենքի կառուցումը ավարտին հասցնելու համար: Բայց դա շատ վաղուց էր՝ 2000-ականների սկզբներին:
