Պարզաբանում. ինչպե՞ս ստանալ հաշմանադամության կարգ եւ ինչի՞ց է կախված թոշակը

«Պարզաբանում» շարքի շրջանակներում այս անգամ անդրադարձել ենք հաշմանդամության կարգ ստանալու իրավական ընթացակարգերին, ինչ տեսակներ կան, ինչքան կենսաթոշակ են ստանում, ինչից է կախված դրա չափը։
1. Ինչպե˚ս են ստանում հաշմանդամության կարգ. իրավական ընթացակարգերը:
Անձը հաշմանդամ է ճանաչվում բժշկասոցիալական փորձաքննության արդյունքում` ելնելով օրգանիզմի ֆունկցիաների խանգարումից առաջացած կենսագործունեության սահմանափակման աստիճանից և սոցիալական պաշտպանության անհրաժեշտությունից: Հաշմանդամ է ճանաչելու գործընթացն իրականացվում է բժշկասոցիալական փորձաքննության ոլորտում իրավասու պետական մարմինների՝ ՀՀ բժշկասոցիալական փորձաքննության գործակալության և նրա տարածքային մարմինների՝ հանձնաժողովների կողմից (փորձաքննվողի հաշվառման կամ փաստացի բնակության վայրն սպասարկող հանձնաժողով): Հաշմանդամության կարգի տրամադրումը ենթադրում է որոշակի փուլային գործընթաց:
Առաջին անգամ բժշկասոցիալական փորձաքննության դիմելու պարագայում անհրաժեշտ է, որ հիվանդության, վնասվածքի կամ խեղման հետևանքով օրգանիզմի ֆունկցիաների կայուն խանգարման առկայության դեպքում համապատասխան բուժում կամ սպասարկում իրականացրած բժշկական կազմակերպությունն անձին ուղեգրի փորձաքննության:
Տվյալ բժշկական կազմակերպությունն ուղեգրումն իրականացնում է անհրաժեշտ ախտորոշիչ, բուժական և վերականգնողական միջոցառումների իրականացումից հետո, իսկ տևական բուժում պահանջող հիվանդությունների ժամանակ` նաև բուժման ընթացքում, սակայն ոչ վաղ, քան բուժման սկզբից 3 ամիս հետո՝ բացառությամբ ՀՀ առողջապահության և ՀՀ աշխատանքի և սոցիալական հարցերի նախարարների հաստատած` վերականգնման հեռանկարի բացակայություն ունեցող հիվանդությունների ցանկի:
Բժշկական կազմակերպության ուղեգիրը և դրան կից բժշկական փաստաթղթերը լրացվում են հայերենով և պետք է բավարարեն որոշակի վավերապայմանների, որոնց ցանկը սահմանվում է ՀՀ կառավարության թիվ 276-Ն որոշմամբ:
Բժշկասոցիալական փորձաքննության դիմումին կցվում են առողջության խաթարումը հաստատող բժշկական փաստաթղթերը, իսկ առաջին անգամ դիմելու դեպքում` Կառավարության կողմից սահմանված կարգով տրված ուղեգիրը:
