Հայաստանը դուրս է մնացել Հարավային Կովկասի էներգետիկ նախագծերից, ինչը անապահովության զգացում է առաջ բերում ու խախտում կայունությունը։ Տեսակետը`Լոնդոնի Թագավորական քոլեջի փորձագետ Թրեյսի Ջերմանինն է: «Արմենպրես»-ի փոխանցմամբ` ՆԱՏՕ-ի Խորհրդարանական վեհաժողովի 89-րդ «Ռոուզ ռոթ» սեմինարի եզրափակիչ քննարկումների ժամանակ Ջերմանը շեշտեց, որ էներգետիկ անվտանգությունն ուղղակիորեն կապ ունի պետական անվտանգության հետ։ Նավթի և գազի մատակարարումների խախտումները կարող են սպառնալիք հանդիսանալ ազգային անվտանգությանը։
«Շատ կարևոր է դիվերսիֆիկացնել էներգիայի աղբյուրները։ Ուսումնասիրելով Եվրոպայի անվտանգության հարցում Հարավային Կովկասի դերը՝ անհրաժեշտ է նշել, որ տարածաշրջանն աշխարհում գազի ամենախոշոր շուկաներից է»,- ասաց Թրեյսի Ջերմանը:
Նրա խոսքով` Եվրամիությունը գերագնահատել է ինչպես իր էներգետիկ, այնպես էլ արտաքին քաղաքականությունը՝ փորձելով դիվերսիֆիկացնել էներգառեսուրսների աղբյուրները: Այժմ Եվրամիությունը լուրջ անհանգստություններ ունի էներգետիկ ոլորտում, ինչը կապված է Ռուսաստանի հետ: Ըստ փորձագետի, ՌԴ-ն էներգետիկ ոլորտի գլխավոր մատակարարն է դեպի Եվրամիություն, սակայն վերջին 10 տարվա ընթացքում ցուցաբերում է անկանխատեսելի վարք: Ըստ Ջերմանի, դրանով է պայմանավորված, որ այժմ ԵՄ-ն փորձում է այլ ուղիներ փնտրել:
«ԵՄ-ն նախատեսում է ընդլայնել գազամուղը Թուրքիայի տարածքով, Ադրիատիկ ծովով դեպի Իտալիա։ Վերջին ժամանակներս խոսում են Ռուսաստանից Սև ծովի հատակով Թուրքիա գազ մատակարարելու նախագծերի մասին, սակայն ամեն բան դեռ անորոշ է։ Կարևոր է, որ այդ ենթակառուցվածքները կապում են Հարավային Կովկասը Եվրոպայի հետ, բացի այդ, կապում են նաև պետությունները և պետությունների միջև համագործակցություն են պահանջում նման գազամուղեր կառուցելու համար։ Այդ համակարգը նշանակում է, որ օգուտը կարելի է կիսել հարևանների հետ, որոնք նման ռեսուրսներ չունեն»,- հավելեց Թրեյսի Ջերմանը:
Երևանում ՆԱՏՕ-ի խորհրդարանական վեհաժողովի և ՀՀ ԱԺ համագործակցությամբ` հունիսի 18-20-ին անց է կացվում «Անվտանգությունն ու կայունությունը Հարավային Կովկասում. տևական խաղաղության խթանումը տարածաշրջանում» խորագրով Ռոուզ Ռոթ 89-րդ սեմինարը: Սեմինարի առանցքում են այնպիսի թեմաներ, ինչպիսիք են Հայաստանի համագործակցությունը եվրաատլանտյան համայնքի հետ, միջնորդության դերը Լեռնային Ղարաբաղի հակամարտությունում, բարեվարքության հաստատումն իբրև ՀՀ-ում պաշտպանական բարեփոխումների մաս, ինչպես նաև ՆԱՏՕ-ի գործընկերությունը Հարավային Կովկասում:
