Մենք չենք կարող «բեսպրեդելով» առաջնորդվել. Փաշինյանը՝ արշալույսցիներին
SOCIETYԱրմավիրի մարզի Արշալույս գյուղի բնակիչների հետ այսօր՝ ապրիլի 3-ին, հանդիպել է ՀՀ վարչապետ Նիկոլ Փաշինյանը։ Նշենք, որ վարչապետը ուղեւորվում էր «Բաղրամյան» զորավարժան, իսկ արշալույսցիներն այդ ընթացքում գյուղ տանող ճանապարհի մոտ հավաքվել եւ սպասել են Նիկոլ Փաշինյանին։
Արշալույսցիները բողոքել են, որ գյուղապետ Զարզանդ Գրիգորյանի լիազորությունների կասեցումից հետո նրա տեղակալ Կարեն Սիմոնյանն է նշանակվել գյուղապետի ժամանակավոր պաշտոնակատար։ «Տեղակալն էլ իր մարդն է, մենք ուզում ենք թեկուզ մարզպետարանից մեկին բերեն, թող ժամանակավոր կառավարի, բայց ոչ Զարզանդ Գրիգորյանը կամ տեղակալը»,–բողոքեցին գյուղացիները։
Բնակիչներչը պնդեցին, որ տեղակալ Կարեն Սիմոնյանին դեմ են, գյուղապետրանը չեն բացի, մինչեւ գյուղապետի նոր ժ/պ չնշանակվի։
Փաշինյանն առանձնացավ եւ հեռախոսազրույցից հետո բնակիչներին բացատրեց, որ օրենքը թույլ չի տալիս մեկ ուրիշին նշանակել ժ/պ. «Եթե գյուղապետը հրաժարական տված լիներ, դա հնարավոր կլիներ, բայց քանի որ լիազորությունները կասեցված են, մարզպետը չի կարող»։
Վարչապետը նշեց, որ կառավարությունը «Տեղական ինքնակառավարման մասին» օրենքում փոփոխություններ է նախաձեռնել, որը թույլ կտա համայնքի բնակիչներին իրենց ձայնը լսելի դարձնել։ «Մենք չենք կարող «բեսպրեդելով» առաջնորդվել, պետք է առաջնորդվենք օրենքով, բայց առաջիկայում «Տեղական ինքնակառավարման մասին» օրենքում փոփոխություններ ենք նախաձեռնել, որը հնարավորություն կտա ձեր ձայնը լսելի դարձնել»,–ասաց վարչապետը։
Նշենք, որ նախորդ տարվա ամռանից Արշալույս գյուղի բնակիչները պահանջում են գյուղապետ Զարզանդ Գրիգորյանի հրաժարականը, որը գեներալ Մանվել Գրիգորյանի եղբորորդին է: Զարզանդ Գրիգորյանի դեմ քրեական գործ հարոցելուց եւ նրա լիազորությունների կասեցումից հետո գյուղացիները դուրս են եկել գյուղապետի տեղակալի դեմ բողոքի։ Գյուղապետարանը արդեն 2 ամիս է փակված է մնում գյուղացիների կողմից։
