ՀՀ հինգ ամենախոշոր համայնքների բյուջեի կատարողականը. ո՞րն է առաջինը
POLITICSՀայաստանի 915 համայնքները միմյանցից բավականին տարբերվում են իրենց վարչական տարածքների չափերով, բնակչության թվով, բյուջեների եկամտային կարողություններով, ծախսային կարիքներով և այլ ցուցանիշներով: Սակայն, ՀՀ բոլոր համայնքների (բացառությամբ Երևանի), անկախ դրանց առանձնահատկություններից, ՏԻՄ-երի լիազորությունները, դրանց իրավական, տնտեսական, ֆինանսական հիմքերն ու երաշխիքները սահմանվում են նույն` «Տեղական ինքնակառավարման մասին» ՀՀ օրենքով:
Նշված 915 համայնքների ՏԻՄ-երը նմանատիպ (որակի և քանակի առումով) ծառայություններ չեն մատուցում (և չեն էլ կարող մատուցել) իրենց համայնքների բնակիչներին: Ծառայությունների մատուցման արդյունավետությունը մեծապես կախված է ՏԻՄ-երի կողմից վարվող բյուջետային ծախսային քաղաքականությունից:
ՏԻՄ-երը շատ դեպքերում ուշադրություն չեն դարձնում օրենսդրական այն պահանջի վրա, ըստ որի, նրանք առաջնահերթ պետք է իրականացնեն իրենց պարտադիր և պետության կողմից պատվիրակված լիազորությունները, որից հետո միայն` կամավոր լիազորությունները: Արդյունքում, ՏԻՄ-երը հաճախ խախտում են օրենքի պահանջները՝ ֆինանսավորելով կամավոր լիազորությունները` պարտադիր լիազորությունների փոխարեն:
«Փաստ» օրաթերթն ուսումնասիրել է ՀՀ հինգ ամենախոշոր քաղաքների 2018 թվականի բյուջեի կատարողականները: Ըստ այդմ, ունենք հետևյալ պատկերը. Երևան՝ 82,5% Գյումրի՝ 98,2%, Վանաձոր՝ 100 %, Աբովյան՝ 104,7%, իսկ Արմավիրի առումով ուղղակի ոչ մի կերպ հնարավոր չեղավ ճշտել որևէ թվային տվյալ: Ըստ էության, ստացվում է այնպես, որ ՀՀ խոշոր քաղաքներից բյուջեի կատարման մասով առաջատարը Աբովյանն է: Ի դեպ, եթե զուգահեռ տանենք մեծությամբ վեցերորդ քաղաքի՝ Հրազդանի հետ, որպես նույն մարզի քաղաքներ, ապա Կոտայքի մարզկենտրոնն իր 2018թ. բյուջեն կատարել է 77,3%-ով:
