«Հայաստանում Արժույթի միջազգային հիմնադրամի մշտական ներկայացուցչության ղեկավար Թերեզա Սանչեսը «ՀԺ»-ի հետ զրույցում ասել էր, որ Հայաստանի արտաքին պարտքը արդեն գտնվում է «անհարմարավետության միջակայքում»:

ՀՀ ֆինանսների նախարարի տեղակալ-գլխավոր գանձապետ Ատոմ Ջանջուղազյանն էլ ասել էր, թե արտաքին պարտքը գտնվում է թույլատրելի շեմում:

ԼՈՒՐԵՐ.com-ը զրուցեց տնտեսագետ Վարդան Բոստանջանի հետ, ով նշեց, որ այս պարագայում ճիշտ է Թերեզա Սանչեսը:

«Միայն Սանչեսի ասելով չէ, մենք բոլորս գիտենք, որ Հայաստանի Հանրապետության արտաքին պարտքը գտնվում է ռիսկային գոտում և հղի է հետևանքներով: Արտաքին պարտքն իր աբսոլյուտ՝ բացարձակ մեծությամբ, այսօր կազմում է համախառն ներքին արդյունքի կեսը: Դա դեռևս մի կերպ համակերպվում ենք ու տանում ենք: Ամբողջ խնդիրն այն է, թե ինչպես է կառավարվում, ինչպես է սպասարկվում արտաքին պարտքը:

ՀՀ-ն այս պարագայում գտնվում է շատ ռիսկային գոտում, կանգնած է շատ խնդիրների առջև: Բայց, միևնույն ժամանակ, ես հասկանում եմ, որ մեր գանձարանը, չունենալով միջոցներ, անընդհատ, այդ թվում՝ Ջանջուղազյանը և ուրիշներ, ասում են՝ լավ ենք, լավ ենք: Ոչ մի բանն էլ լավ չեն, պարզապես ուզում են նոր փողեր դրսից ներգրավել: Արտոնյալ վարկերի ներգրավման պարագայում, մենք միջազգային ֆինանսական կազմակերպությունների կողմից ունենք ամրագրումներ, թե ինչպիսի երկրներն ու ինչպիսի պայմաններում են հայտնվում վտանգավոր գոտում: Այդպիսի գոտում գտնվում է Հայաստանի Հանրապետությունը»,- ասաց Բոստանջյանը:

Անդրադառնալով ԱԺ արտահերթ նիստում քննարկվող «Պետական պարտքի մասին» օրենքում փոփոխություններ կատարելու նախագծին, որտեղ առաջարկվում է «պետական պարտք» արտահայտությունը փոխարինել «կառավարության պարտք» արտահայտությամբ, Բոստանջյանն ասաց.

«Տրիվիալ օրինագծով, որը ներկայացված է Ազգային ժողովում, տարանջատում է առաջացնում կառավարության պարտքի և Կենտրոնական բանկի պարտքի միջև, որպեսզի միամիտների մոտ կարողանա ասել, որ կառավարության պարտքն այդքան էլ մեծ չէ: Չնայած՝ իրականում ծիծաղելի է, որովհետև պարտքը պետությանն է, և բացարձակապես նշանակություն չունի, թե պարտատերը պարտքը կիսել է մի մասը դրել է մի գրպանը, մյուսը՝ մյուս:

Մեկ է, ինքն է այդ պարտքի տերը: Հերթական անգամ ցանկանում են միամիտներին ապակողմնորոշել, նորից փող բերել:

Ես իմ պատգամավորական տարիներին եմ հասկացել, որ երբևիցե արտաքին պարտքով պայմանավորված գումարները չեն տեղաբաշխվել նպատակամետ և արդյունավետ չեն օգտագործվել: Սա է ամբողջ խնդիրը: Եվ բնականաբար, այդ ամբիոններում կանգնածները, Ջանջուղազյանը, հանկարծ ուրիշ բաներ կասեն, իմացե՛ք, որ դրանք պարզապես խոսքեր են՝ պայմանավորված նրանով, որ կարողանան իրենց ուզածն անցկացնել»:
