ՌԴ Ֆինանսների նախարարությունը դեմ է, որ ԵՏՄ-ում օղին էժան լինի

Ռուսաստանի Ֆինանսների ու Առողջապահության նախարարությունները դեմ են Եվրասիական տնտեսական միության շրջանակում ոգելից խմիչքի ու ծխախոտի միասնական ակցիզ ներդնելուն: Գերատեսչությունները համաձայն չեն ակցիզների այն դրույքների հետ, որոնք առաջարկում է Եվրասիական տնտեսական հանձնաժողովը: Այս մասին գրում է «Իզվեստիյա» թերթը՝ վկայակոչելով Ֆինանսների ու Առողջապահության նախարարությունների ներկայացուցիչներին:
Անհամաձայնության պատճառը ակցիզների ցածր դրույքն է, այն ավելի ցածր է լինելու, քան այն, որն օրինակ Ֆինանսների նախարարությունն էր առաջարկել Պետդումային օրինագիծ մտցնել . 1 լ էթիլային սպիրտը Ֆինանսների նախարարությունն ավելի շատ է առաջարկում հարկել քան ԵՏՀ-ն, նույն իրավիճակն է նաեւ ծխախոտի հարցում, մեկ տուփի հաշվարկով 2017 թ. ակցիզների տարբերությունը 40 կոպեկի կհասնի:
Առողջապահության նախարարությունը համարում է, որ «մահվան ու հաշմանդամության ռիսկի գլխավոր գործոնի» համար ակցիզների դրույքները չափազանց ցածր են:
«Դրանց գործածման դեմ պայքարի գնային միջոցառումները, որոնցից հիմնականը ակցիզների կանոնակարգումն է, ամենաարդունավետն են: Ակցիզների դրույքների ներդաշնակեցումը կարող է դանդաղեցնել դրանց աճը, հետեւաբար ծխախոտն ու ոգելից խմիչքն ավելի մատչելի դարձնել, հատկապես բնակչության խոցելի խմբերի համար, ինչը չի համապատասխանում առողջապահական նպատակներին»,- հայտնել են պարբերականին Առողջապահության նախարարությունից:
ԵՏՀ-ն նոյեմբերի 10-ին հաստատել է ակցիզների միասնական դրույքները, որոնք կապակցված են «միակ կայուն արժույթին»՝ եվրոյին: Եվ այսպես, 2016 թ. նախատեսվում է ծխախոտի համար ներդնել 22 եվրոյի չափով դրույք 1 հազար հատի համար (այսինքն մեկ տուփի համար 0.44 եվրո), 2020 թ.՝ 32 եվրո հազար հատի համար (տուփի համար 0.64 եվրո ) : Ընդ որում Հայաստանի, Ղրղզստանի ու Բելառուսի համար տարբեր դեպքերում նախատեսվում է 10-55 տոկոսի շեղում դրույքներից: Ռուսաստանի ու Ղազախստանի համար թույլատրվում է 10-30 տոկոսի շեղում: Հաշվարկների համար օգտագործվել է եվրոյի միջին տարեկան փոխարժեքը «անդամ պետության համապատասխան ազգային արժույթի նկատմամբ»:
