«Պաշտոնյաների մեծ մասը պարփակված է, չշփվող, գոռոզամիտ ու մյուս կողմին հաշվի չառնող»
SOCIETY«Փաստ» թերթը տարբեր մարզերից, համայնքներից, կազմակերպություններից պարբերաբար տեղեկություններ է ստանում, որ նախարարների մեծ մասի հետ շփումները դարձել են գրեթե անհնար: Խոսքը շարքային քաղաքացիների մասին չէ, այլ, ասենք, համայնքապետների՝ ՏԿԶ նախարարի մասով, դպրոցների տնօրենների՝ ԿԳ նախարարի մասով, և այլն: Եվ ընդհանրապես, դժգոհությունները զանգվածային են:
Այս հանգամանքը մեզ հետ զրույցում հաստատում է նաև Հայաստանի գործատուների միության նախագահ Գագիկ Մակարյանը: «Պաշտոնյաների մեծ մասը պարփակված է, չշփվող, գոռոզամիտ ու մյուս կողմին հաշվի չառնող»,-ասաց նա՝ հավելելով, որ կառավարության ծրագրում բազմաթիվ մտքեր են ընդունվել, եղել են քննարկումներ, բայց համապատասխան պատասխանատու մարմիններն էլի խնդիրներն աչքաթող են անում: «Օրինակ, ԿԳՆ-ն եռամսյակը մեկ պետք է խորհրդակցություններ ունենար, և հատուկ դրա համար կա հանձնաժողով, որի նախագահը ԿԳ նախարարն է: 14 ամիս է՝ ոչ մի հանդիպում չի եղել: Սոցապում էլ նման հանդիպում ունեցել ենք հուլիսին, բայց արդեն 10 ամիս է՝ էլի ոչ մի հանդիպում չկա»,-նշեց նա՝ ընդգծելով, որ եթե տվյալ պարտականությունը նախարարների մանդատի մեջ է, ապա այն պարտադիր պետք է կատարել: «Բայց նոր նախարարների շրջանում դեռ այդ մոտեցումները բացակայում են»,-հավելել է նա: Մեր տեղեկություններով, հատկապես մարզերում խնդիրն ավելի է բարդանում այն առումով, որ տեղերում հաճախ անհնար է որևէ հարցի կամ ծրագրի վերաբերյալ պարզաբանում ստանալ, քանի որ մարզպետները, մեղմ ասած, «թեմաներին» ընդհանրապես չեն տիրապետում և հաճախ չեն կարողանում պատշաճ կերպով հարցերը կառավարության առաջ բարձրացնել:
