Ես չեմ բացառում, որ երբեմն կարող են լինել նշանակումներ, որոնք արդարացված չլինեն, բայց յուրաքանչյուր քաղաքացի կարող է վստահ լինել, որ իր բողոքի ձայնը լսելի է, և հնարավորության սահմաններում հարցերը լուծվելու են, եթե ոչ այսօր, ապա վաղը: Այս մասին «Ազատության» ֆեյսբուքյան ասուլիսին ասաց ՀՀ տարածքային զարգացման և ներդրումների նախարար Սուրեն Պապիկյանը:
Ինչ վերաբերում է շուտով «սուպեր» նախարարի տիտղոսը կրելու մասին հարցին, նա նշեց, որ այդ տիտղոսը չի ցանկանում կրել: «Մեծ գերատեսչության ղեկավար լինելը, իհարկե, քաղաքական թիմի կողմից երբ ինձ կվստահվի, ես դրա համար կրելու եմ պատասխանատվություն, և դա ինձ համար մեծագույն պատիվ է, բայց լավ հասկանալով կառավարման համակարգի դժվարությունները՝ ես օրնիբուն պատրաստ եմ աշխատել, ինչպես աշխատում եմ այսօր, հասկանում եմ լրջությունը»,-ասաց նա:
Խոսելով մարզպետների աշխատանքից՝ նախարարը նշեց, որ հիմնականում դժգոհություն կա այն մարզերից, որտեղ տնտեսական ամենալավ ցուցանիշներն են: «Մենք հիմա կատարում ենք կառուցվածքային փոփոխություններ մարզպետարաններում և փորձում ենք ներուժ ենթարկել մարզպետարաններին, որովհետև երբ խոսում ենք հին պաշտոնյաների մասին, այստեղ նույնպես ունենք պաշտոնյաներ, որ նոր աշխատանքի ռիթմին պատրաստ չեն, սովոր չեն, իհարկե շատերը ադապտացվում են: Անում ենք ամեն ինչ, որ մարզպետարաններ լինեն ավելի մոբիլ, ավելի ունակ և հագեցած տարբեր ոլորտի մասնագետներով»,-ասաց նա:
Ինչ վերաբերում է այն գնահատականին, թե ինքը մեղմ ղեկավար է, ապա Սուրեն Պապիկյանը նշեց, որ չի կարծում, թե բարությունը թերություն է: «Փորձեք զրուցել իմ ենթակաների հետ և հասկանալ՝ ես լավ ղեկավար եմ, թե ոչ, ունակ եմ ղեկավարել, թե ոչ»,-ասաց նա:
Անդրադառնալով ավագանու ինստիտուտին՝ նա նկատեց, որ ավագանու անդամները մոռանում են, որ իրենք ՏԻՄ կարևոր մաս են, իրենք կարծում են, թե իրենք գյուղապետի աշխատողն են:
«Քանի որ համատարած դժգոհ են համայնքապետերից, ես կարծում եմ, որ քաղաքացիները և գործող համայնքապետերը կարող են գալ հանրային կոնսեսուսի, և աշնանը սպասվող միավորումները համայնքի բնակիչները թող դիտարկեն Հայաստանում համայնքների շրջանում հեղափոխության նոր փուլ: Դա իրավական հեղափոխության ճանապարհ է»,-ասաց նա:
