ՀՅԴ-ն ու ՀՀԿ-ն՝ ինչպես Հայաստանն ու Ռուսաստանը

«Ժամանակ» թերթ գրում է. «ՀՅԴ խորհրդարանական խմբակցության ղեկավար Արմեն Ռուստամյանը հայտարարել է, որ չեն կարծում, թե ՀՀԿ-ն կեղծիքներ կանի սահմանադրական փոփոխությունների հանրաքվեի ընթացքում: Դաշնակցական պատգամավորի հայտարարության մեջ, սակայն, հետաքրքրականը ոչ թե այդ հավատն է ՀՀԿ-ի նկատմամբ, այլ այն, որ Արմեն Ռուստամյանը ՀՀԿ-ն որակում է որպես դաշնակից:

Այն, որ ՀՅԴ-ն ու ՀՀԿ-ն համագործակցում են սահմանադրական փոփոխությունների շրջանակում, իհարկե՝ ակնհայտ է, պարզ չէ, սակայն, թե արդյոք այդ համագործակցությունը բավարա՞ր է դաշնակից որակվելու համար: Իհարկե՝ ոչ, առավել եւս՝ այն դեպքում, երբ դաշնակիցները սահմանադրական փոփոխությունների գործընթացում հանդես են գալիս առանձին շտաբներով, առանձին քարոզչությամբ: ՀՀԿ-ի եւ ՀՅԴ-ի դաշինքը այդ դեպքում նման է հայ-ռուսական, այսպես կոչված, դաշնակցությանը, որտեղ դե յուրե, իհարկե, կողմերը դաշնակիցներ են, սակայն դե ֆակտո Հայաստանը գտնվում է Ռուսաստանի թելադրանքի տակ, եւ ինչպես Հովիկ Աբրահամյանը մի առիթով պատահաբար, ակամայից, ենթագիտակցորեն խոստովանեց՝ այդ դաշնակիցների հարաբերություններում Հայաստանի շահերից բխող քայլեր գրեթե չեն լինում:

Եվ ուրեմն ՀՅԴ-ՀՀԿ-ն կամ այնպիսի դաշնակիցներ են, ինչպես Ռուսաստանն ու Հայաստանը, կամ Դաշնակցությունն ու ՀՀԿ-ն ըստ էության ունեն համաձայնությունների շատ ավելի լայն եւ խորը շրջանակ, քան սահմանադրական փոփոխությունների գործընթացի շուրջ, այսպես ասած, գաղափարական կոնսենսուսն է, որպիսին փորձում է իր դիրքորոշումը ներկայացնել ՀՅԴ-ն եւ հավաստիացնել, որ նախաձեռնությունը՝ լինելով իշխանական, այնուհանդերձ՝ բխում է ՀՅԴ-ի գաղափարական մոտեցումներից եւ այդ պատճառով էլ արժանանում է հավանության:

Մյուս կողմից, իհարկե, այն, որ ՀՅԴ-ն ապագա խորհրդարանական ընտրություններից հետո կոալիցիոն կառավարության ակնկալիքներ ունի, հնչում է միգուցե ոչ ուղղակի, սակայն բավական բացահայտորեն, եւ նույնը ըստ էության կրկնում են նաեւ ՀՀԿ-ականները, երբ խոսքը վերաբերում է ԱԺ-ում կայուն մեծամասնությանը: Նրանք էլ են պնդում, որ համամասնականով, իհարկե, չեն կարող հավաքել 50 տոկոս ձայն: Սակայն երկրորդ փուլի հանգամանքը առ այսօր մնում է բաց, եւ սրան անդրադարձ չի կատարվում «Այո»-ի տեսակետի շրջանակներում:

Մինչդեռ խնդիրը տվյալ դեպքում, իհարկե, այն չէ, թե ինչ կանի ՀՅԴ-ն, եթե կեղծվեն սահմանադրական հանրաքվեի արդյունքները, այլ այն, թե ինչ կանի ՀՅԴ-ն, եթե ՀՀԿ-ն խորհրդարանական ընտրությունների արդյունքում, այնուամենայնիվ, չգնա կոալիցիայի, այլ շարժվի դեպի երկրորդ փուլ եւ հաստատի իր բացարձակ մեծամասնությունը:

Ինչ է անելու Դաշնակցությունը այդ դեպքում, երբ սահմանադրական հանրաքվեի գործընթացով ՀՀԿ-ն ՀՅԴ-ի համար ըստ էության այրի բոլոր կամուրջները՝ ոչ թե իր հետ կապող, այլ որեւէ այլ ուժի հետ կապող բոլոր կամուրջները՝ ըստ էության թողնելով մենակ»:
