Իրականում, կառավարության ներսում Արցախի հարցում «աղավնիների» և «բազեների» խմբում «բազեն» Դավիթ Տոնոյանն է: Այդ մասին Tert.am-ի հետ զրույցում ասաց ռազմական փորձագետ, պահեստազորի գնդապետ Հայկ Նահապետյանը՝ անդրադառնալով Մոսկվայում ՊՆ Դավիթ Տոնոյանի կողմից արված հայտարարությանը, թե ՀՀ-ն զինվելու ու վերազինվելու է շատ խիստ, Հայաստանն ունի ՌԴ-ից նոր սպառազինություն ձեռք բերելու մեծ ծրագրեր:

«Փաստորեն, կառավարությունում խումբը, որն առավել արմատական է Արցախի հարցում, պաշտպանության նախարարի առաջնորդությամբ է: Նրա այդ հայտարարությունն ԱՄՆ-ում գտնվելու ժամանակահատվածում արված՝ «նոր պատերազմ՝ նոր տարածքների դիմաց» հնչեցրած սկզբունքի տրամաբանական և բնական շարունակություն է: Միշտ էլ վերազինվելու ենք և ոչ միայն կործանիչների առումով, այլև՝ առհասարակ, քանի որ Ադրբեջանը ևս վերազինվում է, համարժեքության հասնելու առումով այդ ուղղությամբ ամեն ինչ պիտի արվի:

Մենք պատերազմող երկիր ենք, Ադրբեջանը հասականում է, որ բանակցային առումով կորցրածը հետ բերել չի կարող և պատրաստվում է պատերազմի վերսկսման»,- մանրամասնեց նա: Ռազմական  փորձագետի խոսքով՝ քանի որ չկա խաղաղության պայմանագիր, սահմանի հանգստությունը հարաբերական է:

Հարցին՝ արդյո՞ք Սու-30ՍՄ բազմաֆունկցիոնալ կործանիչների ձեռքբերումը կարող է զսպիչ, հավասարակշռող նշանակություն ունենալ կամ օդային գերակայության հնարավորություն տալ, ռազմական փորձագետը պատասխանեց.

«Դա խիստ մասնագիտական է, եթե ԶՈւ-ում գտնում են, որ դա խիստ անհրաժեշտ է, ապա որոշումները կայացվում են մասնագիտական քննարկումների արդյունքում: Ցանկություններով չէ, կա կոլեգիա, քննարկում է, հետախուզությունն իր տվյալներն է զեկուցում ԶՈւ ղեկավարությանն այն  մասին, թե հակառակորդը որ ուղղությունների վրա ինչ հարձակողական զինատեսակներն է ուժեղացնում, և ըստ այդմ որոշում է կայացվում, թե ինչ պիտի գնել, ինչ մարտական խնդիր է կատարելու»,- ընդգծեց նա:

Ինչ վերաբերում է տեսակետներին, թե ՌԴ-ն, Սու-30ՍՄ-ները ՀՀ-ին վաճառելով, փորձում է գնման համար գայթակղել Ադրբեջանին և, այսպիսով, երկակի խաղ է խաղում, ռազմական փորձագետն ասաց, որ դրանք ընդամենը ենթադրություններ են: Իսկ երկու կողմերին զինելու մասին էլ նա ասաց, որ ՌԴ-ից չենք կարող ակնկալել, որ հարաբերությունները խզի Ադրբեջանի հետ:

«Չկա այնպիսի պետություն, որը որոշ երկրներում ազդեցություն ունի և չի զինում, նույն ԱՄՆ-ն, Մեծ Բրիտանիան, ժամանակին Գերմանիան, դա  ազդեցություն ունենալու քաղաքականություն է: Իհարկե, ՌԴ-ն, ազգային պետական շահեր հետապնդելով, պետք է ունենա ազդեցություն ոչ  միայն ՀՀ-ի, այլև Ադրբեջանի վրա: Այն, որ ՌԴ-ն մեզ հետ ռազմավարական դաշնակից է, չի նշանակում, որ հարաբերությունները  պետք է խզի Ադրբեջանի հետ և անուղղակիորեն նետի Թուրքայի և ՆԱՏՕ-ի գիրկը:

Ադրբեջանի վրա էական ազդեցություն ունի Թուրքիան, ԶՈւ սպաները մեծամասամբ պատրաստությունն անցնում են թուրքական բանակում, և նրանք մեծ հաշվով դառնում են Թուրքիայի աշխարհաքաղաքական դաշնակիցը, նրա շահերը հետապնդող կարևորագույն գործիք, և ՌԴ-ն դա շատ լավ է գիտակցում: Ադրբեջանի վրա ունենալ ազդեցություն նույնքան բնական է, որքան նույն Իրաքում ԱՄՆ-ն ունի շահեր, ինքը  միաժամանակ հարաբերություններ է պահում, զինում է Իրաքի  կառավարության բանակին, բայց միևնույն ժամանակ օժանդակություն է ցուցաբերում նույն Իրաքում ինքնավարության ձգտող, առանձին գործող քրդերին: Դա հզոր տերությունների արտաքին քաղաքականության բաղադրիչն է»,- եզրափակեց Հայկ Նահապետյանը:
