«Թավշյա հեղափոխությունը» Հայաստանում չհանգեցրեց գների իջեցման. փորձագետ
POLITICSՀայաստանում առեւտրային ցանցերը ձեւավորվել են տասնամյակների ընթացքում։ Այս մասին մայիսի 6-ին լրագրողների հետ հանդիպմանն ասել է Հայկական պետական տնտեսագիտական համալսարանի Նորարարական եւ ինստիտուցիոնալ հետազոտությունների կենտրոնի ղեկավար, տնտեսագետ Ատոմ Մարգարյանը։ Նրա խոսքով՝ հանրապետության որոշ բնակիչներ, լինելով ոչ մեծ խանութների տերեր կամ կրպակատերեր, կարողացել են դառնալ հսկայական հարստության եւ կապիտալի տեր՝ դառնալով խոշոր ներմուծողներ եւ արտադրողներ։ «Եվ դա, ըստ էության, մեր շուկայի Աքիլլեսյան գարշապարն է։ Բոլոր շղթաները, ինչպիսին են արտադրության, ներմուծման եւ վաճառքի մոնոպոլիաները, կապված էին միմյանց հետ։ Դրանք բոլորը վերահսկվում էին։ Ես այդ շրջանը կանվանեի կապիտալի կուտակման շրջան, երբ բիզնեսի հաջողությունը կապված էր իշխանությանը մոտ գտնվելու, ձեռքի տակ բարձրաստիճան պաշտոնյայի պաշտոնի առկայության հետ։ Իսկ տնտեսական մոնոպոլիաները քաղաքական այդ մոնոպոլիայի մասն էին»,- պարզաբանել է Մարգարյանը։
Անդրադառնալով նոր կառավարության խոստումներին՝ պայքարել հանրապետությունում մոնոպոլիայի դեմ, տնտեսագետը հիշեցրել է, որ Հայաստանի նախորդ 14 կառավարությունները նույնպես խոսել են մոնոպոլիաների դեմ պայքարի մասին եւ անվերջ հայտարարություններ արել շուկայի ազատականացման մասին։ Բայց, ինչպես նշեց փորձագետը, միեւնույն ժամանակ, բոլոր մթերքները, ինչպիսին են ալյուրը, շաքարը, դեղերը, բենզինը, դիզվառելիքը, բանանը եւ այլն, կենտրոնացված էին։ «Մոնոպոլիստները չարաշահում էին իրենց մոնոպոլ դիրքը՝ «բարիք» ստանալով»,- ընդգծել է Մարգարյանը։
Միեւնույն ժամանակ, նա կարծիք է հայտնել, որ Հայաստանում «թավշյա հեղափոխությունից» հետո այս առումով սկսվել են որոշակի դիրքափոխում եւ անգամ ռեստարտի գործընթացներ։ Բայց եւ այնպես, ինչպես նկատել է փորձագետը, շատ գործարարներ, որոնք աշխատում էին նաեւ նախորդ իշխանությունների օրոք, շարունակում են իրենց «բավական հարմարավետ» զգալ, անգամ չնայած հեղափոխական եւ հետհեղափոխական գործընթացներին։ «Այդ հեղափոխությունը եւ այս իշխանությունները մեզ ոչնչի չհանգեցրին, քանի որ գների փոփոխություն այդպես էլ տեղի չունեցավ։ Օրինակ, միջին որակի բենզինը, որի գինը սահմանված էր 480 դրամ, սկսեց թանկանալ։ Ավիափոխադրումների շուկայում նույնպես ոչինչ տեղի չունեցավ»։
