«ՀՀ հպարտ քաղաքացին ոչ միայն Երևանում է, այլ նաև՝ մարզերում »
INTERVIEWՕրերս վարչապետի աշխատակազմի ղեկավար ԷդուարդԱղաջանյանը տեղեկացրեց, որ ՀՀ անկախության 28-ամյակին նվիրված համապետական տոնակատարությունների էպիկենտրոնը լինելու է Գյումրիում և այսուհետ ամեն տարի այդ օրվա միջոցառումների զգալի մասը կենտրոնանալու է ՀՀ տասը մարզերից որևէ մեկում՝ այս կերպ խթանելով համաչափ զարգացումն ու ներքին զբոսաշրջությունը:
Հարցը մշտապես բարձրաձայնվել է, խոսվել ապակենտրոնացման անհրաժեշտության մասին՝ ընդհուպ մինչև նախարարությունները մայրաքաղաքից մարզեր տեղափոխելու: Սակայն ամեն տարի համապետական նշանակության բոլոր միջոցառումների կիզակետը դարձել է մայրաքաղաք Երևանը:
«Տնտեսական իրավունքի կենտրոն» հ/կ նախագահ, կառավարման մասնագետ Մովսես Արիստակեսյանը past.am-ի հետ զրույցում նշում է, որ ողջունում է նման նախաձեռնությունը:
«Թե՛ կազմակերպությունների, թե՛ կառավարման մարմինների, թե՛ միջոցառումների տեղափոխումը մարզեր պետք է, ես ողջունում եմ նման նախաձեռնությունները, որովհետև ՀՀ հպարտ քաղաքացին ոչ միայն Երևանում է, այլ նաև մարզերում: Նրանք մասնակցություն ունեն թե՛ ընտրություններին, թե՛ պետության զարգացման և կայացման յուրաքանչյուր քայլին և նույնպես իրավունք ունեն գոնե վայելելու հայաստանակենտրոն ուշադրություն՝ իրենց մարզում արվող համապատասխան նշանակության միջոցառումներով», - ասում է Արիստակեսյանը՝ հավելելով, որ այս կոնտեքստում կարելի է դիտարկել նաև որոշ նախարարությունների՝ մարզեր տեղափոխման խնդիրը:
«Իհարկե, պետք է մարզերին, դրանց բնակչությանը, հատկապես սահմանամերձ, նման ուշադրություն դարձնենք, որպեսզի, այսպես ասած, չքայքայվեն մեր սահմանները: Ազգապահպան, երկրի հզորացման այդ միջոցառումները պետք է մտածված իրականացվեն և ոչ թե ձևի համար, ինչու չէ նաև ծախս-արդյունավետություն գնահատման արժեքներով: Իհարկե, դրա հոգեբանական բաղադրիչը շատ ավելի լավը կլինի իր ազդեցության առումով. մարդիկ վերջապես կզգան, որ իրենք էլ ՀՀ քաղաքացիներ են և, ի վերջո, բարդույթները որոշակիորեն կվերանան նրանց մեջից: Շատ կարևոր է ժողովրդի ուժերը կոնսոլիդացնել մեր ընդհանուր մարտահրավերների դեմ», - եզրափակում է մեր զրուցակիցը:
