Կառավարությունն արտոնություն կտրամադրի երեք ընկերության

Վաղը կառավարության հերթական նիստին երեք ընկերության կտրվի արտոնություն: Այսպիսով՝ նախագծերից մեկով «ՄԼ ՄԱՅՆԻՆԳ» սահմանափակ պատասխանատվությամբ ընկերության կողմից գերակա ոլորտում իրականացվող ներդրումային ծրագրի շրջանակներում ներմուծվող տեխնոլոգիական սարքավորումները, դրանց բաղկացուցիչ ու համալրող մասերը, հումքը և նյութերը ներմուծման մաքսատուրքից ազատելու արտոնություն կտրամադրվի:
Ըստ հիմնավորման` արտոնության առկայությունը լուրջ խթան կհանդիսանա նոր ներդրումային ծրագրերի իրականացման և որպես հետևանք նոր աշխատատեղերի ստեղծման, ներդրումների ներգրավման, տեղական արտադրության և արտահանման խթանման համար: Համաձայն ընկերության կողմից տրամադրված տեղեկատվության` ներդրումային ծրագրի արդյունքում «ՄԼ ՄԱՅՆԻՆԳ» ՍՊ ընկերությունում ստեղծվել է 50 նոր աշխատատեղ և իրականացվել է 2.5 մլրդ ՀՀ դրամի ներդրում:
«ԱՐՍ-ՖԱՅՆ» սահմանափակ պատասխանատվությամբ ընկերությանը ևս գերակա ոլորտում իրականացվող ներդրումային ծրագրի շրջանակներում ներմուծվող տեխնոլոգիական սարքավորումները, դրանց բաղկացուցիչ ու համալրող մասերը, հումքը և (կամ) նյութերը ներմուծման մաքսատուրքից ազատելու արտոնություն կտրամադրվի:
«ԱՐՍ-ՖԱՅՆ» սահմանափակ պատասխանատվությամբ ընկերության կողմից ներմուծվող ապրանքներն օգտագործվելու են մասնագիտացված հագուստի արտադրության մեջ։ Ներմուծվող ապրանքները չեն ներմուծվում ԵԱՏՄ անդամ-երկրներից, քանի որ չեն բավարարում ընկերության տեխնիկական պահանջներին։ Նշենք, որ ապրանքների ծագման երկիրը Թուրքիան է:
Ըստ հիմնավորման` արտոնության առկայությունը լուրջ խթան կհանդիսանա նոր ներդրումային ծրագրերի իրականացման և որպես հետևանք՝ նոր աշխատատեղերի ստեղծման, ներդրումների ներգրավման, տեղական արտադրության և արտահանման խթանման համար:
Կառավարությունը կքննարկի նաև ներդրումային ծրագրի շրջանակներում «ԷֆԱրՎի Մասրիկ» փակ բաժնետիրական ընկերության կողմից ապրանքների ներմուծման դեպքում մաքսային և հարկային մարմինների կողմից հաշվարկված ավելացված արժեքի հարկի գումարների վճարման ժամկետը երեք տարի ժամկետով հետաձգելու մասին որոշման նախագիծը:
Ներդրումային ծրագրի շրջանակներում ընկերությունը նախատեսում է ՀՀ Գեղարքունիքի մարզի Վարդենիսի շրջանում կառուցել 55 ՄՎտ հզորությամբ արևային ֆոտովոլտային կայան։ Գործունեությունը նախատեսվում է սկսել 2020 թվականից։
Ըստ հիմնավորման` ներկայացված ներդրումային ծրագրի շրջանակներում ընկերությունը մտադիր է կատարել ընդհանուր առմամբ շուրջ 28 մլրդ դրամի չափով ներդրում: Նշված ներդրման գումարի շուրջ 22,3 մլրդ դրամը սարքավորումներ են, սակայն մեծ մասը արդեն իսկ ազատված են ԱԱՀ-ից, այդ իսկ պատճառով ներառված չեն վերը նշված ցանկում։ Հետաձգման ենթակա սարքավորումների համար նախատեսված գումարը կկազմի 885,9 մլն դրամ։ Հաշվի առնելով այն հանգամանքը, որ նախատեսվող սարքավորումների և կառուցվածքների ներմուծումը պայմանավորված է կատարվելիք աշխատանքների լայնածավալությամբ ու բարդությամբ, սարքավորումների մեծ մասի ԱՏԳ ԱԱ ծածկագրերի հստակեցմամբ՝ հայտնում ենք, որ նշված ներդրումային ծրագրի շրջանակներում սարքավորումների և կառուցվածքների ներմուծումը կարող է իրականացվել փուլ առ փուլ։
Ներդրումային ծրագրի իրագործման արդյունքում ընկերությունում երեք տարվա ընթացքում կստեղծվի 10 նոր աշխատատեղ` 130 հազ․ դրամ միջին աշխատավարձով:
