Վերջին օրերին հայաստանյան տիրույթում բավականին շատ քննարկվեցին Բրյուսելում տեղի ունեցած՝ Եվրոպական միության Արևել յան գործընկերության ծրագրի տասնամյակին նվիրված բարձր մակարդակի կոնֆերանսն ու դրա հետ կապված իրադարձությունները: «Փաստ» թերթի տեղեկություններով, քանի որ խոսքը հոբել յանական միջոցառման մասին էր, ԵՄ-ն որոշել է զերծ մնալ որևէ քաղաքական խնդրի անդրադառնալուց: Ի սկզբանե պայմանավորվածությունը հենց դա է եղել: Այսինքն՝ տարածքային ամբողջականություն, չլուծված հակամարտություններ, մարդու իրավունքներ և այլն, որևէ նման խնդրի մասին առանձին անդրադարձ չի եղել: 


Եվ եզրափակիչ փաստաթուղթը չի ընդունվել ոչ թե այն պատճառով, որ հայկական կողմն ինչ-որ «ֆանտաստիկ դիվանագիտական հաղթանակներ» է տարել, այլ ԵՄ-ն կատեգորիկ որևէ տարածքային կոնֆլիկտի չի անդրադարձել՝ ո՛չ Ուկրաինայի, ո՛չ Վրաստանի, ո՛չ Մոլդովայի, ո՛չ էլ Արցախյան հիմնահարցին. խոսք չկա նաև Ղրիմի, Դոնբասի հարցերի վերաբերյալ:

Որոշումը, որ այդ միջոցառումը պետք է տոնական լինի և տարեդարձի հետ կապված թեմաներ քննարկվեն, այնքան հստակ է եղել, որ Ադրբեջանի մասին խոսելն անգամ ծիծաղելի է. մարդիկ ոչ մի ելույթում, ոչ մի փաստաթղթում անգամ Ռուսաստանին չեն կշտամբել: Իրականության մեջ եվրոպական աղբյուրները փաստում են, որ եզրափակիչ փաստաթղթում ոչ միայն Ադրբեջանը, այլև Վրաստանն ու Մոլդովան են փորձել նույն առաջարկություններն անել՝ կապված տարածքային ամբողջականության հետ, բայց դա նույնպես մերժվել է ԵՄ կողմից: Այսինքն, երեքով են փորձել ընդհանուր նախաձեռնությամբ հանդես գալ, բայց չեն հաջողել: Ի դեպ, 2015-ին և 2017ին Ռիգայում և Բրյուսելում տեղի ունեցած գագաթաժողովներում նախորդ իշխանությունների կողմից «անցկացրած» փաստաթղթերը շատ ավելի ուժեղ էին, քան այս անգամվա չընդունվածները: Եվ լիգիտիմությանը վերագրել աշխարհաքաղաքական խնդիրներն ուղղակի լուրջ չի:
