Արարատ Միրզոյանն առաջարկում է վարչապետի որոշ լիազորություններ փոխանցել կառավարությանը եւ ԱԺ-ին

Ազգային ժողովի նախագահ Արարատ Միրզոյանը պաշտոնապես շրջանառության մեջ է դրել օրինագծերի փաթեթ, որով նախատեսվում է  ընդլայնել կառավարության եւ Ազգային ժողովի, այդ թվում ընդդիմադիր խմբակցությունների լիազորություններն ի հաշիվ վարչապետի լիազորությունների:

Մասնավորապես, Արարատ Միրզոյանը փոփոխություններ է առաջարկում «ԱԺ կանոնակարգ» սահմանադրական օրենքում, ինչպես նաեւ ՏՄՊՊՀ-ին ու ՀԾԿՀ-ին վերաբերող օրենքներում:

Օրինագծերով առաջարկվում է փոխել Տնտեսական մրցակցության պետական պաշտպանության հանձնաժողովի (ՏՄՊՊՀ) եւ Հանրային ծառայությունները կարգավորող հանձնաժողովի (ՀԾԿՀ) ձեւավորման սկզբունքը:

Այսօր գործող կարգավորումներով, այդ հանձնաժողովների նախագահներին եւ անդամներին ԱԺ-ն նշանակում է վարչապետի առաջարկությամբ:

Նոր օրինագիծը նախատեսում է, որ այդ հանձնժողովոների առաջին կազմի նախագահների լիազորությունները դադարելուց կամ դադարեցվելուց հետո հանձնաժողովի նախագահի թափուր պաշտոններում թեկնածու առաջադրելու իրավունքը վարչապետի փոխարեն վերապահել Կառավարությանը:

Ինչ վերաբերում է այդ հանձնաժողովների անդամներին, նախագիծը ենթադրում է, որ այդ հանձնաժողովների անդամների թափուր պաշտոններում թեկնածուներին հաջորդաբար առաջադրում են Կառավարությունը, Ազգային ժողովի կառավարող եւ ընդդիմադիր խմբակցությունները:

Եթե Ազգային ժողովի կառավարող կամ ընդդիմադիր խմբակցությունները մեկից ավել են, ապա ԱԺ կառավարող կամ ընդդիմադիր խմբակցությունները ինքնավար մարմնի անդամի համապատասխան թափուր պաշտոնում առաջադրում են նախապես համաձայնեցված՝ մեկ միասնական թեկնածու: Եթե Ազգային ժողովի ընդդիմադիր խմբակցությանը վերապահված ինքնավար մարմնի անդամի թափուր պաշտոնում օրենքով սահմանված ժամկետում թեկնածու չի առաջադրվում, ապա այդ պաշտոնում թեկնածու առաջադրելու իրավունքն անցնում է Ազգային ժողովի կառավարող խմբակցությանը:

Փաստորեն, ընդդիմադիր խմբակցությունները հնարավորություն են ստանում նշված երկու հանձնաժողովների անդամի թափուր տեղերի համար թեկնածուներ առաջադրել:
