1000 խոշոր հարկ վճարողների ցուցանիշները կվերահրապարակվեն. ՊԵԿ

ՀՀ  պետական եկամուտների կոմիտեն հայտարարություն է տարածել առաջին 1000 խոշոր հարկ վճարողների կողմից վճարված հարկերի գծով  հրապարակված տեղեկատվության վերաբերյալ՝ նշելով, որ կվերահրապարակի առաջին 1000 խոշոր հարկ վճարողների գործող որոշմամբ սահմանված ձևաչափին համապատասխանող ցուցանիշները։ Այս մասին տեղեկացրին ՀՀ ՊԵԿ տեղեկատվության և հասարակայնության հետ կապերի բաժնից։

 

«ՀՀ պետական եկամուտների կոմիտեն 1000 խոշոր հարկ վճարողների ցանկը հրապարակում է` ելնելով ՀՀ օրենսդրությամբ այդպիսի իրավական պահանջի առկայությունից: Ընդ որում, ՀՀ կառավարության 2017 թվականի հուլիսի 6-ի թիվ 783-Ն որոշմամբ է սահմանված «Առաջին 1000 խոշոր հարկ վճարողների կողմից վճարված հարկերի մեծությունների վերաբերյալ»  հրապարակման ենթակա ցանկի ձևաչափը:

 

Գործող ձևաչափով (որով հրապարակվել են մինչև 30.09.2018թ. ընգրկված ժամանակաշրջաններին վերաբերող ցանկերը) հարկ վճարողների ցուցանիշներն արտացոլվել են ոչ ամբողջությամբ, քանի որ դրանում ներառված չեն հարկային պարտավորությունների ձևավորմանն ու կատարմանն առնչվող համապատասխան ցուցանիշները (մասնավորապես` ըստ հարկատեսակների եկամուտների հաշվեգրման պահը, ուսումնասիրությունների, հարկային հաշվարկների ճշտումների, դատարանի որոշումների և այլ հիմքերով միասնական գանձապետական հաշվին վերադարձված գումարները և այլն):

 

Այդ է պատճառը, որ հարկային մարմնի նախաձեռնությամբ մշակվել և ներկայումս շրջանառության մեջ է դրվել «Հայաստանի Հանրապետության կառավարության 2017 թվականի հուլիսի 6-ի 783-Ն որոշման մեջ փոփոխություններ և լրացումներ կատարելու մասին» ՀՀ  կառավարության որոշման նախագիծը, որով, ըստ էության, առաջարկվում է ամբողջականացնել վերոհիշյալ ցուցանիշները` հանրությանն ավելի համապարփակ տեղեկատվություն ներկայացնելու ակնկալիքով:

 

Պետական եկամուտների կոմիտեի կողմից 2018 թվականի 4-րդ և 2019 թվականի 1-ին եռամսյակների ցուցանիշները հրապարակվել են հաշվի առնելով վերոնշյալ նախագծով սահմանվող մեթոդաբանությունը, ինչը, բնականաբար, տարբերվում է գործող որոշմամբ սահմաված ձևաչափից:

 

Ելնելով այն հանգամանքից, որ նոր մեթոդաբանությամբ 1000 խոշոր հարկ վճարողների վերաբերյալ հրապարակված ցանկերը հանրության մոտ առաջացրել են որոշակի հարցեր, ՀՀ ՊԵԿ-ը կվերահրապարակի գործող որոշմամբ սահմանված ձևաչափին համապատասխանող ցուցանիշները»,- նշված է հայտարարության մեջ:
