Զինվորականների աշխատավարձերը կավելանան. ուսուցիչների համար 3,5 մլրդ դրամ է պետք. Փաշինյան (տեսանյութ)
Վարչապետ Նիկոլ Փաշինյանի մոտ պետական կառավարման մարմինների ղեկավարների մասնակցությամբ տեղի է ունեցել խորհրդակցություն, որի ընթացքում քննարկվել են բյուջետային հավելյալ միջոցների բաշխմանը վերաբերող հարցեր:
Իր խոսքում, վարչապետը, մասնավորապես, նշել է. «Արդեն հայտարարել եմ, որ այս տարի մենք պետական բյուջեի եկամտային մասի շուրջ 62 մլրդ դրամի գերակատարում ենք սպասում, այսինքն՝ ոչ թե սպասում ենք, այլ վստահ ենք, որ առնվազն 62 մլրդ դրամով կգերակատարենք այս տարվա բյուջեի եկամտային մասը: Եվ ահա մենք խնդիր ունենք քննարկելու, թե ինչպես պետք է տեղաբաշխել այդ հավելյալ բյուջետային միջոցները: Ըստ էության, մենք արդեն երեք հարցի վերաբերյալ որոշում կայացրել ենք: Այդ գումարներից հավելյալ 7 մլրդ դրամ կտրամադրվի ճանապարհաշինության ծրագրին: Մենք պայմանավորվել ենք, որ զինվորականների աշխատավարձերը հուլիսի 1-ից կավելանան, և այդ նպատակին կես տարվա համար կտրամադրվի 6,8 մլրդ դրամ, ուսուցիչների աշխատավարձերը պետք է բարձրացնենք և դրա համար այս տարի անհրաժեշտ կլինի 3,5 մլրդ դրամ: Մենք պետք է մնացած միջոցների մասով կայացնենք որոշումներ: Խոսքը մոտավորապես 45 մլրդ դրամի մասին է, որի շուրջ պետք է ճիշտ որոշում կայացնենք, թե ինչպես ծախսել այդ գումարը:
Ի՞նչ նկատի ունեմ ճիշտ որոշում ասելով: Այս տարվա առաջին եռամսյակի տվյալներով՝ ունենք համախառն ներքին արդյունքի 7,1 տոկոս աճ: Ուզում եմ ընդգծել, որ սա ոչ թե տնտեսական ակտիվության ցուցանիշն է, այլ արդեն իսկ արձանագրված համախառն ներքին արդյունքի աճը: Սա շատ հուսադրող ցուցանիշ է, ինչը մեզ հույս է տալիս, որ մենք ճիշտ վարվելու դեպքում կհասնենք այն ցուցանիշներին, որոնցով արդեն նաև վիճակագրորեն տնտեսական հեղափոխությունը կկարողանանք համարել մեկնարկած: Ինչո՞ւ է կարևոր. տնտեսագետները մեզ խորհուրդ են տալիս և քաղաքական թիմից, կառավարության ներկայացուցիչներից շատերի կարծիքն այն է, որ պետք է փորձել աշխատել այս գումարները ծախսել այնպիսի ուղղություններով, որոնք կխթանեն հետագա տնտեսական աճը: Որպես առաջնային այդպիսի ուղղություն՝ ընկալվում են կապիտալ ծախսերը, տնտեսությունը խթանող և այս ուղղության ու բովանդակության ծախսերը: Այնպես որ, սա իսկապես շատ լուրջ և նուրբ հարց է, ու մենք պետք է կարողանանք քննարկումների ադյունքում ճիշտ որոշում կայացնել, որովհետև դրանից է մեծապես կախված մեր տնտեսական զարգացման հետագա տեմպը»:
Այնուհետև պետական կառավարման մարմինների ղեկավարներն ըստ ոլորտների ներկայացրել են ներդրումային ծրագրերի վերաբերյալ առաջարկություններ ու նախագծեր, որոնց շուրջ տեղի է ունեցել մտքերի փոխանակություն:
Վարչապետ Փաշինյանը հանձնարարել է սեղմ ժամկետներում լրացուցիչ քննարկել առաջարկություններն ու իրականացնել ծրագրերի ադյունավետության գնահատում: Գործադիրի ղեկավարի խոսքով՝ միջոցները պետք է ծախսել այնպես, որպեսզի դրանք ապահովեն տնտեսական էֆեկտ:
