Նոյեմբերյանում գուցե տեղական հանրաքվե անցկացնեն
POLITICSՏարածքային կառավարման և զարգացման նախարարի տեղակալ Վաչե Տերտերյանը գրություն է ուղարկել մարզպետներին, նրանք էլ՝ համայնքների ղեկավարներին, որպեսզի անվավեր ճանաչվեն «օրենքի խախտումներով» ընդունված որոշումները: Մասնավորապես խոսքը մեկ տարի առաջ կայացրած՝ հանքարդյունաբերությունը որոշ համայնքներում արգելելու որոշումների մասին է: Թեման բավական մեծ արձագանք ստացավ: Օրինակ՝ Տավուշի մարզպետ Հայկ Չոբանյանը փորձում է նախարարության ուղարկած գրության բովանդակությունն այլ կերպ ներկայացնել՝ ասելով, թե խոսքը օրենքի համապատասխան կետերին հետևելու առաջարկության, այլ ոչ թե արգելանքի կամ պարտադրանքի մասին է, այնինչ գրության մեջ սևով սպիտակի վրա գրված է. «Խնդրում եմ առաջարկել տեղական ինքնակառավարման մարմիններին՝ իրենց կողմից ՀՀ Սահմանադրության 6-րդ հոդվածի 1-ին մասի և «Տեղական ինքնակառավարման մասին» ՀՀ օրենքի 18-րդ հոդվածի խախտումներով ընդունված որոշումները (մասնավորապես՝ համայնքներում հանքարդյունաբերությունն արգելելու վերաբերյալ) մեկամսյա ժամկետում անվավեր ճանաչել: Հակառակ պարագայում՝ դրանք վիճարկել դատական կարգով»:
Հարցը, ի թիվս այլ համայնքների, վերաբերում է նաև Նոյեմբերյանին: Նոյեմբերյան համայնքի ղեկավար Կարեն Աբազյանը «Փաստի» հետ զրույցում նշում է, որ արդեն քանի օր է՝ իրենք զբաղված են այս խնդրով: «Տարածքային կառավարման և զարգացման նախարարությունից գրություն է եկել Տավուշի մարզպետարան, որն էլ այն ուղղել է մեզ: Մենք ընդամենը պատասխանել ենք, որ սխալ որոշումներ չունենք, խնդրել ենք պարզաբանել, թե որ որոշման մասին է խոսքը: Դեռևս պատասխան չենք ստացել: Ասեմ, որ մարզպետարանից գրություն եկել էր ավագանու կայացրած բոլոր որոշումների մասով, որ առավել ուշադիր լինենք, բայց մասնավորապես՝ խոսքը հանքարդյունաբերությունն արգելելու որոշման մասին էր», - ասում է համայնքի ղեկավարը:
Համայնքի ավագանու անդամ Արթուր Ամիրաղյանը «Փաստի» հետ զրույցում ասաց, որ մոտ ապագայում ցանկանում են նախաձեռնել տեղական հանրաքվե, որ Նոյեմբերյան համայնքում հանքարդյունաբերություն սկսելու հարցը հետագայում նորից չբարձրացվի:
