Հանրային խորհրդում քննարկվել է գիտական կենտրոնի մի մասնաշենքը մասնավոր ընկերությանը տրամադրելու հարցը

Հանրային խորհրդի ֆինանսատնտեսական-բյուջետային հարցերի հանձնաժողովի նիստում այսօր՝ մայիսի 31-ին, քննարկվել է ՀՀ ԳԱԱ Օրգանական և դեղագործական քիմիայի գիտատեխնոլոգիական կենտրոնի մասնաշենքերից մեկը ՀՀ կառավարության որոշմամբ 25 տարի ժամկետով «Ազադ ֆարմասյութիքլզ» ընկերությանը տրամադրելու հարցը։ Այս մասին տեղեկացնում են Հանրային խորհրդի մամուլի ծառայությունից։

Հանձնաժողովի անդամներից, գիտատեխնոլոգիական կենտրոնի մի խումբ գիտաշխատողներից բացի, քննարկմանը մասնակցել է միայն ՀՀ կրթության, գիտության նախարարի խորհրդական Սամվել Կարաբեկյանը, մինչդեռ հրավիրված եմ եղել նաև Պետական գույքի կառավարման կոմիտեի և «Ազադ ֆարմասյութիքլզ» ընկերության ներկայացուցիչները։

ՀՀ ԳԱԱ թղթակից անդամ, Կենտրոնի նուրբ օրգանական քիմիայի ինստիտուտի տնօրեն Վիգեն Թոփուզյանը նշել է, որ «Ֆիլիպ Մորիս Ինթերնեյշնլ» ընկերությունն իր միջոցներով վերանորոգել է տարածքը և իրենց հետ երկարաժամկետ համագործակցության նպատակ ունի, մինչդեռ կառավարության որոշման արդյունքում իրենց առաջարկվում է լաբորատորիան տարածքից ազատել և տեղափոխել այլ մասնաշենք։ Իրենք դեմ են, քանի որ համարում են, որ լաբորատորիա տեղափոխելը դյուրին գործ չէ, և տեղափոխման հետևանքով իրենց աշխատանքները երկար ժամանակով կկասեցվեն, բացի այդ, այլ տարածքում իրենց աշխատանքներն արդյունավետ չեն լինի և, ի վերջո, նպատակահարմար չէ, որպեսզի մասնավոր ընկերությունը զբաղեցնի պետական գիտատեխնոլոգիական կենտրոնի տարածքը, հատկապես, կենտրոնն ընդլայնվելու և այլ ծրագրեր իրականացնելու ռեսուրսներ ունի։

Մինչ կառավարության որոշումը, կողմերի միջև ծագած խնդիրները հարթելու և փոխհամաձայնության գալու նպատալով ԿԳ նախարար Արայիկ Հարությունյանի առաջարկով ստեղծվել է հանձնաժողով, որտեղ ներգրավված են եղել բոլոր շահագրգիռ կողմերի ներկայացուցիչները։

Վիգեն Թոփուզյանը, որը նույնպես ներգրավված է եղել այդ հանձնաժողովում, հայտարարում է, որ հանձնաժողովը երկու նիստ է գումարել և ըստ պայմանավորվածության՝ ևս մեկ նիստ էլ պետք է գումարեր, որպեսզի կողմերը վերջնական դիրքորոշում հայտնեին, սակայն երրորդ նիստն այդպես էլ տեղի չի ունեցել։ Փոխարենը նախարարին հանձնաժողովի կողմից ներկայացվել է մի եզրակացություն, որի հիման վրա էլ կառավարությունը որոշում է կայացրել։ Թոփուզյանը պնդում է, որ ինքը՝ որպես հանձնաժողովի անդամ, տեղյակ չէ այդ եզրակացության տեքստից, նախարարի խորհրդականն էլ հակադարձում է՝ նշելով, որ թեև հանձնաժողովի նիստ տեղի չի ունեցել, սակայն շփումը շարունակվել է էլեկտրոնային եղանակով, նույն եղանակով էլ հանձնաժողովի անդամներին նախապես ուղարկվել է եզրակացության տեքստը։ Իսկ թե ինչո՞ւ Թոփուզանն այդ նամակը չի ստացել, խորհրդականը խոստացել է ճշտել։

Ինչևէ, Թոփուզյանը համարում է, որ հանձնաժողովի կողմից ներկայացված եզրակացությունը, որը հիմք է հանդիսացել կառավարության խնդրահարույց որոշման համար, միակողմանի է, չի արտահայտում բոլոր կողմերի, մասնավորապես գիտատեխնոլոգիական կենտրոնի և Գիտությունների ազգային ակադեմիայի կարծիքը, որոնք դեմ են իրենց կենտրոնի մասնաշենքը մասնավոր ընկերությանը տրամադրելուն։

Հանրային խորհրդի ֆինանսատնտեսական-բյուջետային հարցերի հանձնաժողովի նախագահ Վազգեն Սաֆարյանը, ամփոփելով քննարկումը, հայտնել է, որ քննարկման արդյունքում կկայացվի որոշում և հարցը կներառվի նաև Հանրային խորհրդի օրակարգ, որն էլ իր դիրքորոշումը կհայտնի կառավարությանը։
