ՀՀ–ում 2018-ին գրանցված հանցագործություններն աճել են 11,2%-ով կամ 2267 դեպքով. Վ. Օսիպյան

ՀՀ ոստիկանության 2018-ի հատկացումները կազմել են 66 մլրդ, փաստացի ծախսը՝ 62,8 մլրդ, կատարողականը՝ 95,1%. 2018թ-ի բյուջեի կատարողականի քննարկմանը տեղեկացրեց ոստիկանապետ Վալերիյ Օսիպյանը։

Խոսելով հանցավորության միտումների ու բացահայտումների մասին՝ ոստիկանապետն ասաց, որ գրանցված հանցագործությունների ընդհանուր թիվը եղել է 22 551՝ աճելով 11,2%-ով կամ 2267 դեպքով։

«Աճը պայմանավորված է հիմնականում երկու խումբ հանցագործությունների աճով, առաջինը՝ կոռուպցիոն բնույթի հանցագործություններն են, եթե 2017-ին գրանցվել է 634 դեպք, ապա 18-ին աճել է երկու անգամ՝ 1353 դեպքով»,-ասաց նա։ 

Վալերիյ Օսիպյանը նշեց, որ իրականացված գործողությունների արդյունքում բացահայտվել է 5,7 մլրդ դրամի վնաս, 2017-ի շուրջ 730 միլիոնի փոխարեն, վերականգնվել է շուրջ 654 մլն դրամ վնասը։ 

Ոստիկանապետը նշեց, որ սկզբունքային պայքար է տարվում նաև ներքին կոռուպցիոն երևույթի բացառման ուղղությամբ և չկա համակարգված որևէ մեխանզիմ։ 

Վալերիյ Օսիպյանը նաև նշեց, որ ոստիկանությունում իսպառ վերացել է ոստիկանության հաշվառումից թաքցնելու արատավոր ավանդույթը։ 

ՀՀ ոստիկանապետը նաև անդրադարձավ ոստիկանության ծառայողների աշխատանքի վարձատրության բնագավառում նոր՝ ամսական պարգևատրումների համակարգի ներդրմանը, ինչի արդյունքում, ըստ նրա, ոստիկանության յուրաքանչյուր աշխատակցի ամսական դրամական բավարարումն աճել է միջինը 25%-ի չափով։ «Նկատվում է կադրերի արտահոսքի կրճատման հստակ միտում»,-ասաց նա։
