188 պաշտոնյա տարեկան հայտարարագիր չի ներկայացրել, 6 գործ ուղարկվել է դատախազություն
POLITICSՀաշվի առնելով, որ 2018թ. պաշտոնյաների տարեկան հայտարարագրերի ներկայացման վերջնաժամկետը սահմանված էր 2019թ. մայիսի 31-ը, «Փաստը» Բարձրաստիճան պաշտոնատար անձանց էթիկայի հանձնաժողով մի շարք հարցադրումներ էր ներկայացրել, մասնավորապես, թե պաշտոնյաներից քանի՞սը չեն կատարել օրենքի պահանջը: Խնդրել էինք տրամադրել նաև տվյալներ, թե 2019թ. հունվարի 1-ից մինչև հունիսի 4-ը պաշտոնյաներից քանիսը չեն ներկայացրել պաշտոնական պարտականությունները ստանձնելու, ինչպես նաև պաշտոնական պարտականությունները դադարեցնելու վերաբերյալ հայտարարագրերը, նրանցից քանիսն են նախազգուշացվել, քանիսն են տուգանվել: Բացի այդ, հետաքրքրվել էինք, թե նույն ժամանակահատվածում կա՞ն հայտարարագիր չներկայացրած պաշտոնյաներ, որոնց գործն ուղարկվել է ՀՀ գլխավոր դատախազություն: Ի պատասպան՝ Էթիկայի հանձնաժողովից մեզ են փոխանցել 2018 թ. տարեկան հայտարարագրերի ներկայացման վիճակն արտացոլող տվյալները:
Անդրադառնալով հարցադրումների երկրորդ հատվածին՝ հավելել են. «Սկսած 2019 թ. հունվարի 1-ից հայտարարատու պաշտոնատար անձի պաշտոնական պարտականությունները ստանձնելու օրվա դրությամբ առկա գույքի, եկամուտների և փոխկապակցված անձանց հայտարարագիրը հանձնաժողովին «Հանրային ծառայության մասին» ՀՀ օրենքով սահմանված ժամկետում չներկայացնելու առնչությամբ հանձնաժողովի կողմից հարուցվել է 9 վարչական իրավախախտման վերաբերյալ գործի վարույթ: Արդյունքում 4 գործի վարույթ կարճվել է, իսկ 5-ի գործով կիրառվել է «նախազգուշացում» վարչական տույժը»:
Ինչ վերաբերում 2019 թ հունվարի 1-ից պաշտոնական պարտականությունները դադարեցնելու վերաբերյալ օրենքով սահմանված ժամկետում գույքի, եկամուտների և փոխկապակցված անձանց հայտարարագիր չներկայացնելուն, ապա հանձնաժողովի փոխանցմամբ, այս առնչությամբ հարուցվել է 24 վարչական իրավախախտման վերաբերյալ գործի վարույթ. «Արդյունքում 6 գործի վարույթ կարճվել է, իսկ 18 գործով կիրառվել է նախազգուշացում վարչական տույժը»: Հանձնաժողովից հայտնել են նաև, որ 2018 և 2019 թթ. ՀՀ գլխավոր դատախազություն է ուղարկվել 6 գործ՝ հայտարարագիրը դիտավորությամբ չներկայացնելու առերևույթ հատկանիշներով:
