Մարինա Ներսեսյանը Ֆեյսբուքյան իր էջում գրում է.
Այսօր կառավարությունը հավանություն տվեց Երևան քաղաքի տարածքում «Համակցված Շոգեգազային ցիկլով» 234 ՄՎտ ընդհանուր հզորու-թյամբ էլեկտրաէներգիա արտադրող նոր էլեկտրակայանի կառուցման և շահագործման վերաբերյալ Փոխըմբռնման հուշագրին, որը կկնքվի ՀՀ կառավարության և «ՌԵՆԿՈ» Ս.պ.Ա-ի միջև:
Կողմերն փոխադարձ հետաքրքրվածություն են ցուցաբերել և ակտիվորեն կհամագործակցեն Էլեկտրակայանի նախագծի մշակման նպատակով:
«ՌԵՆԿՈ» կազմակերպությունը, որն այս բնագավառում նշանակալի փորձ, տեխնիկական և ֆինանսական հնարավորություններ ունի, պարտավորվում է 4 ամսվա ընթացքում ստուգել Էլեկտրակայանին վերաբերվող նախագծի իրականալիությունը և ձեռնարկել բոլոր միջոցները համապատասխան ֆինանսական գործիքներ սահմանելու համար՝ ստուգելով դրանց իրականալիությունը:
Նախագծի իրականացման նպատակահարմարության դեպքում՝ «ՌԵՆԿՈ» կազմակերպությունը Հայաստանում կհիմնի առևտրային կազմակերպություն, որի հետ կկնքվի Էլեկտրակայանի կառուցման վերջնական պայմանագիր:
Պայմանագրի համաձայն՝ ՀՀ կառավարությունը կաջակցի ՌԵՆԿՈ-ին ձեռք բերել հողատարածք՝ Էլեկտրակայանի կառուցման համար՝ «Երևանի ՋԷԿ» ՓԲԸ-ին հարակից տարածքում:
ՌԵՆԿՈ-ն պարտավորվում է Պայմանագրի կնքման պահից 30 ամսվա ընթացքում իր հաշվին կառուցել Էլեկտրակայանը: ՀՀ կառավարությունը իր հերթին պարտավորվում է Էլեկտրակայանը կառուցելուց հետո 20 տարուց ոչ պակաս ժամանակահատվածում էլեկտրաէներգիայի արտադրության համար Էլեկտրակայանին անհրաժեշտ գազի մատակարարումը (1000 խմ համար 230,8167 ԱՄՆ-ի դոլար գնով՝ գումարած ՀՀ–ում գործող հարկերը, տուրքերը և այլ վճարումները), այն պայմանով, որ ՌԵՆԿՈ-ն կվաճառի ողջ էլեկտրաէներգիան ՀՀ կառավարությանը, իսկ վերջինս՝ երաշխավորում է դրա ձեռք բերումը՝ 6,62 ԱՄՆ ցենտ գնով՝ գումարած ԱԱՀ-ն և ցանկացած լրացուցիչ հարկ կամ տուրք (էլեկտրաէներգիայի վաճառքի գինը կվերահաշվարկվի գազի սակագնի փոփոխության դեպքում՝ 1/0,75 հարաբերակցությամբ գազի գնի աճին համապատասխան):
«Համակցված Շոգեգազային ցիկլով» 234 ՄՎտ ընդհանուր հզորությամբ և ոչ պակաս 50,5% ընդհանուր ՕԳԳ ապահովող էլեկտրաէներգիա արտադրող նոր էլեկտրակայանի կառուցումը պահանջարկված է ժամանակակից տեխնոլոգիաների վրա հիմնված և ավելի ցածր ծախսեր պահանջող էլեկտրաէներգիայի կայուն և աճող աղբյուր ստանալու տեսանկյունից:
Այս ներդրումային ծրագիրը կնպաստի էներգահամակարգի արտադրական հզորությունների զարգացմանը, միաժամանակ զգալիորեն թեթևացնելով վերջիններիս բեռը, և բխում է ՀՀ էներգահամակարգի անվտանգության և կենսունակության ապահովման անհրաժեշտությունից:
