Տավուշի մարզի 10 սահմանամերձ համայնքներում իրականացվել է կարիքների գնահատում

«Քաղաքացիական հասարակության ինստիտուտ» (ՔՀԻ) հասարակական կազմակերպությունը, բրիտանական «Saferworld» կազմակերպության հետ, Հայաստանի Տավուշի մարզի 10 սահմանամերձ համայնքներում իրականացրել է կարիքների գնահատում: Ինչպես«Արմենպրես» -ին տեղեկացրին ՔՀԻ հաղորդակցության բաժնից, գնաhատման արդյունքները ներկայացվել են նոյեմբերի 20-ին Երևանում կազմակերպված «Սահմանամերձ համայնքներում առկա կարիքները և խնդիրները» խորագրով կլոր սեղան-քննարկման ժամանակ:
Գնահատումն իրականացվել է Չինարի, Մովսես, Այգեպար, Ներքին Կարմիրաղբյուր, Պառավաքար, Վազաշեն, Բերքաբեր, Ոսկեվան, Բաղանիս և Կոթի համայնքներում, մասնակցային մեթոդով՝ համայնքի անդամների ներգրավվածությունն ապահովելու նպատակով: Կլոր սեղանի կազմակերպման նպատակն էր համապատասխան կառույցներին ներկայացնել սահմանամերձ համայնքների բնակիչների կողմից բարձրաձայնված կարիքները, այդպիսով՝ նպաստել առաջնահերթ խնդիրների հստակեցմանը և դրանց լուծմանը:
Քննարկմանը մասնակցել են Պաշտպանության նախարարության և Տարածքային կառավարման և արտակարգ իրավիճակների նախարարության պաշտոնյաներ, սահմանամերձ համայնքների ղեկավարներ, տեղական ՀԿ-ների, միջազգային կառավարական կազմակերպությունների, ինչպես նաև՝ բիզնես ոլորտի և քաղաքացիական նախաձեռնությունների ներկայացուցիչներ:
Քաղաքացիական հասարակության ինստիտուտի նախագահ Արտակ Կիրակոսյանը, ներկայացնելով ուսումնասիրության արդյունքները, նշել է, որ համայնքների կարիքները կարելի է բաժանել երկու խմբի՝ ընդհանուր կարիքներ, որոնք վերաբերում են բոլոր տասը համայնքներին, և կարիքներ, որոնք առկա են կոնկրետ համայնքում:
Ընդհանուր բնույթի հիմնական կարիքներից են՝ խաղաղությունը, ջրամատակարարումը (խմելու ջրի որակի բարձրացում և կայուն մատակարարում, ոռոգման համակարգի բարելավում), ներհամայնքային և միջհամայնքային ճանապարհների բարեկարգումը և այլն:
«Թեև վերջին երկու տարում սահմանապահ համայնքների հանդեպ ուշադրությանը և աջակցությանը մեծացել է թե՛ հանրության, թե՛ իշխանության կողմից, սակայն այդ ամենը համակարգված բնույթ չի կրում: Աջակցությունն ավելի արդյունավետ կլինի, եթե խնդիրներն իրենց լուծումները ստանան ըստ համայնքի բնակիչների կողմից բարձրաձայնված առաջնահերթությունների: Նման մոտեցմամբ նրանք կզգան, որ իրենց կարծիքը կարևորվում է: Մեր կարծիքով՝ սա է կայուն զարգացման երաշխիքը», - ասել է ՔՀԻ նախագահ Արտակ Կիրակոսյանը:
Համայնքների կարիքների գնահատումն իրականացվել է «Նպաստել Հայաստանի և Ադրբեջանի սահմանամերձ շրջաններում անվտանգության խնդիրներին և կոնֆլիկտին ուղղված համայնքային լուծումներին» ծրագրի շրջանակներում: Ծրագիրն իրականացվում է Շվեյցարիայի Արտաքին գործերի դաշնային դեպարտամենտի ֆինանսական աջակցությամբ:
