Պոլիտեխնիկը նորից կմիավորվի՞. նպատակ կա խոշորացնել և օպտիմալացնել բուհերը
POLITICSՕպտիմալացումը կառավարության օղակներից, կարծես, տարածվում է նաև այլ ոլորտներ, մասնավորաբար՝ բուհական: «Փաստ» թերթի տեղեկություններով՝ կրկին «վերակենդանացել» է Պոլիտեխնիկական և Ճարտարապետաշինարարական համալսարանների միավորման և մեկ միասնական բուհ ստեղծելու գաղափարը, ինչպես եղել է նախկինում: Հաշվի առնելով, որ երկու բուհերի ռեկտորների՝ Ոստանիկ Մարուխյանի և Գագիկ Գալստյանի պաշտոնավարման ժամկետը լրանում է 2020 թվականին, մեր աղբյուրների պնդմամբ, կառավարությունը սկսել է նախապատրաստել երկու բուհերը մինչ այդ միավորելու որոշումը: Ակնհայտ է, որ միավորման գաղափարին բուհերի կոլեկտիվները դեմ են լինելու, որովհետև դրա արդյունքում սպասվում են բազմաթիվ կրճատումներ և կառուցվածքային այլ փոփոխություններ: Այդուամենայնիվ, ոլորտի որոշ մասնագետներ կրթական տեսակետից այդ միավորումը հիմնավորված են համարում:
Հարցի շուրջ պարզաբանում ստանալու համար դիմեցինք ԿԳՄՍՆ բարձրագույն և հետբուհական մասնագիտական կրթության վարչության պետի տեղակալ Լուսինե Գրիգորյանին:
Պատասխանելով հարցին՝ այս պահին նման հարց քննարկվո՞ւմ է, թե՞ ոչ, Լ. Գրիգորյանը պատասխանեց. «Ձեր մատնանշած երկու բուհերի միավորման նախագիծ օրակարգում կոնկրետ այսօր չունենք: Այդուհանդերձ, կառավարության ծրագրում բարձրագույն կրթության ոլորտի հատվածում նշված է, որ այդ ոլորտում նախատեսվում են բարեփոխումներ, որոնք միտված են լինելու բարձրագույն ուսումնական հաստատությունների ինքնավարությանը, նրանց ազատությունների ընդլայնմանը, արդյունավետ կառավարմանը, հավասարակշռված հաշվետվողականության և այլ մեխանիզմների ինստիտուցիոնալ հենքի կառուցմանը: Իսկ այդ հենքի ստեղծման համար նախարարությունը քննարկման է դնելու նախագիծ՝ ակնկալելով, որ մինչև տարեվերջ կընդունվի «Բարձրագույն կրթության մասին» նոր օրենքը: Դրանից հետո արդեն կմշակվեն քայլեր:
Նախարարության ռազմավարական ծրագրերում կան պետական բարձրագույն կրթության հաստատությունների արդյունավետության բարձրացմանն ուղղված կառուցվածքային փոփոխությունների, այդ թվում՝ նաև խոշորացման, օպտիմալացման փուլային ծրագրի մշակման և ներդրման աշխատանքների իրականացում»:
