POLITICS«Փաստ» օրաթերթը շարունակում է անդրադառնալ տարբեր բնագավառների աշխատակիցների աշխատավարձերին: Խոսքը հատկապես ռիսկային ոլորտներին է վերաբերում, ուր աշխատավարձերը, մեղմ ասած, անբավարար են: Նախորդ համարներում անդրադարձել էինք փրկարարների և հրշեջների աշխատավարձերին, մետրոպոլիտենի աշխատակիցների, թատրոնների դերասանների աշխատավարձերին և տարվա ընթացքում ստացած պարգևատրումներին:
Այս անգամ մեր ուշադրության կենտրոնում են ուսուցիչները: Կրթության, գիտության, մշակույթի և սպորտի նախարարությանն ուղղված գրավոր հարցմամբ խնդրել էինք տեղեկացնել, թե 2019 թվականի հուլիսի 1-ի դրությամբ որքա՞ն է կազմում ուսուցիչների և դպրոցների անձնակազմի մյուս անդամների (տնօրեն, ուսմասվար, մաքրություն իրականացնող անձինք) նվազագույն և միջին աշխատավարձը: Նախարարությունից, ի պատասխան մեր հարցման, տեղեկացնում են՝ հանրակրթական ուսումնական հաստատություններն իրենց կարգավիճակով պետական ոչ առևտրային կազմակերպություններ են, ունեն իրավաբանական անձի կարգավիճակ և իրենց միջոցների շրջանակներում, որոնք գոյանում են նաև պետական պատվեր իրականացնելու համար ՀՀ պետբյուջեից այդ կազմակերպություններին հատկացվող միջոցներից, ինքնուրույն են որոշում իրենց ծախսերի ուղղությունները, այդ թվում՝ աշխատավարձերի և հավելավճարների չափերը:
Տարբեր դպրոցներում ուսուցիչների աշխատավարձերի մեկ դրույքաչափը տարբեր է և տատանվում է միջինը 80-100 հազար դրամի սահմաններում:
Նախարարությունից նաև տեղեկացնում են, որ «Հանրակրթության մասին» ՀՀ օրենքի 12-րդ հոդվածի 18-րդ մասի 3-րդ կետի համաձայն՝ «պետական ուսումնական հաստատության տնօրենը կազմում է ուսումնական հաստատության հաստիքային ցուցակն ու ծախսերի նախահաշիվը և հաստատության խորհրդի հավանությամբ ներկայացնում պետական լիազորված մարմին»: Հաշվի առնելով, որ հաստատության աշխատավարձի ֆոնդը, ըստ էության, պետական ոչ առևտրային կազմակերպությունների ծախսերի բաղկացուցիչ մասն են, հետևաբար դրանք ենթակա են հաստատման նախահաշվի հաստատման կանոններին համապատասխան:
