Որքա՞ն է «սև ցուցակից» դուրս եկած քաղաքացիների իրական թիվը

Վարչապետ նիկոլ Փաշինյանն ապրիլի 19-ին Ֆեյսբուքյան ուղիղ եթերում հայտարարել էր (37:00-37:30), որ հեղափոխությունից հետո 130 հազար մարդու վարկային պատմություն է «մաքրվել»։ Այս հայտարարությունը բազմաթիվ քննարկումների առիթ հանդիսացավ, իսկ «Բարգավաճ Հայաստան» խմբակցության պատգամավոր Սերգեյ Բագրատյանը հունիսի 4-ին ԱԺ ամբիոնից կասկածի տակ դրեց այս հայտարարության արժանահավատությունը, գրում է Fip.am-ը:
«Հիմա կառավարությանը զեկուցել են, որ 130 հազար մարդ այլևս սև ցուցակներում չէ։ Արդյո՞ք այդպես է, ես կարծում եմ այստեղ խաբեություն կա և չի ներկայացված ճիշտ թիվը, որովհետև եթե մեր շրջապատում հարցնենք, չենք գտնի որևէ գյուղացի, որը այլևս սև ցուցակում չի»,- հայտարարեց Բագրատյանը
Փաստերի ստուգման հարթակը որոշեց պարզել, թե որքա՞ն է «սև ցուցակից» դուրս եկած քաղաքացիների իրական թիվը։
Մասնավորապես, մենք հարցում ուղարկեցինք ԱՔՌԱ վարկային բյուրո՝ խնդրելով հայտնել, թե քանի քաղաքացու վարկային պատմություն է բարելավվել, այլ կերպ ասած՝ քանի քաղաքացի է դուրս եկել «սև ցուցակից»։
Ի պատասխան մեր հարցման՝ վարկային բյուրոյից տեղեկացրեցին, որ խոսքը մինչև 2018 թվականի մայիսի 1-ը ներառյալ ժամկետանց դարձած մինչև 50 հազար դրամ մայր գումարով վարկերի մասին է։ Ըստ այդմ՝ որոշման շնորհիվ բարելավվել է ավելի քան 126 հազար մարդու վարկային պատմություն։
Մենք կապ հաստատեցինք նաև Կենտրոնական բանկի հետ, որտեղից մեզ տեղեկացրեցին, որ իրականում այս որոշման շնորհիվ բանկերի «սև ցուցակներից» հանվել է 126 585 քաղաքացու անուն, այսինքն՝ ճիշտ այսքան մարդ նորից կարող է դիմել բանկերին և վարկային կազմակերպություններին նոր վարկեր ստանալու համար։ Ավելին՝ 20 հազար 889 վարկառուի 11 մլրդ 817 մլն դրամի տույժեր և տուգանքներ ներվել են։
Հավելենք, որ ներված մոտ 130 հազար վարկային պարտավորությունները, որոնք վերաբերում էին մինչև 50 հազար դրամ մայր գումարով վարկերին, ոչ միայն դրամային վարկերն էին, այլև ներառում էին մանր կենցաղային տեխնիկայի, էլեկտրատեխնիկայի և կապի սարքավորումների ձեռքբերման համար բանկերի հետ կնքված պայմանագրերը։
Այսինքն՝ ապառիկ պայմաններով, օրինակ, հեռախոս գնած և մարումներն ուշացրած քաղաքացիները ևս գտնվում էին այս ցուցակում։ Ամփոփելով ԱՔՌԱ վարկային բյուրոյից և Կենտրոնական բանկից ստացված պարզաբանումները, ինչպես նաև Կենտրոնական բանկի կողմից հունիսի 4-ին արված հայտարարությունը՝ կարող ենք փաստել, որ Նիկոլ Փաշինյանի հայտարարած թիվը գրեթե համապատասխանում է իրականությանը։
