«Լավություն»՝ կրճատումների հաշվին. Փաշինյանի բանաձևը հայտնի է

Վարչապետ Նիկոլ Փաշինյանը ֆեյսբուքյան իր էջում գրառում է կատարել՝ անդրադառնալով ժամանակին տրված իր խոստումներից մեկին: «Հեղափոխությունից առաջ խոստացել էի, որ մեկ-երկու տարում բյուջեի եկամուտները կավելանան 25-30 տոկոսով: Եվ ահա, 2019թ. առաջին կիսամյակում նախորդ տարվա նույն ժամանակահատվածի համեմատ պետական բյուջեի եկամուտներն ավելացել են 25.1%-ով կամ 152 մլրդ դրամով»,- գրել է վարչապետը:Իրականում, բյուջեի եկամուտները ճիշտ կլինի հաշվել տարեկան կտրվածքով, և ոչ թե եռամսյակներով, եթե իհարկե վարչապետը չի ցանկանում իրականության հետ այնքան էլ աղերս չունեցող գեղեցիկ և ցնցող թվեր ներկայացնել:
Բացի այդ, եթե չենք սխալվում, ապա վարչապետի խոստումը վերաբերվում էր 800 միլիոն դոլարի, իսկ իր կողմից նշված թիվը՝ 152 միլիարդ դրամը, ընդամենը՝ 316, 7 մլն դոլար է, որը իր խոստացածի 39, 6%-ն է:Կասկած չկա, որ բյուջեի եկամուտները ապահովվել են ՓՄՁ-ից քերված գումարներով, այլ ոչ թե կառավարության տիտանական ջանքերի կամ թալանած ավարը հետ բերելու շնորհիվ:
Փաշինյանը անդրադարձել է նաև այն ծրագրերին, որոնք ֆինանսավորվելու են բյուջեի եկամուտների ավելացման շնորհիվ: Սեպտեմբերի 1-ից 10 տոկոսով կբարձրանա շուրջ 38 հազար ուսուցիչների աշխատավարձը. շատ լավ է, սակայն ինչու կառավարությունը չի հիշատակում, որ 10 հազար ուսուցիչ էլ կրճատման ցանկերում են հայտնվել: Հունիսի 1-ից միջինը 10 տոկոսով բարձրացել է զինծառայողների աշխատավարձը. շատ լավ է, բայց ցանկալի կլիներ որպեսզի պատկան մարմինները մեկնաբանեին այն տեղեկությունները, որ ռեզերվային զորամասերի զինծառայողների աշխատավարձը 10 տոկոսով կրճատվել է: Եվ նման հարցերը կառավարությանը և անձամբ վարչապետին չափից դուրս շատ են, արված հաշվարկներն էլ կոտրում են տնտեսական հեղափոխության մասին գեղեցիկ խոսքերից ստացվող տպավորությունները…
