Հայաստանը ինստիտուցիոնալ կաթվածահար վիճակում է. Փաշինյանը հրապարակեց գաղտնի զեկույց
POLITICS2014թ.-ին պատրաստվել է մի գաղտնի զեկույց, որն ապացուցում է՝ հեղափոխությունից առաջ եւ որոշ իմաստով նաեւ հեղափոխությունից հետո մեր երկիրը գտնվում է ինստիտուցիոնալ կաթվածահար վիճակում: Այս մասին այսօր՝ օգոստոսի 4-ին, ֆեյսբուքյան ուղիղ եթերում հայտարարեց Հանրապետության վարչապետ Նիկոլ Փաշինյանը:
«Նախորդ իշխանության օրոք պատրաստված այս փաստաթուղթը մեզ տալիս է ամբողջական պատկերացում, թե ինչ վիճակում է եղել կամ այսօր էլ կա մեր երկիրը, որովհետեւ այն պրոբլեմները, որոնք այստեղ գրված են, մեկ տարում հնարավոր չէր շտկել: Երբ կարդում ես այս փաստաթուղթը, հետեւությունը սա է՝ հեղափոխությունից առաջ եւ որոշ իմաստով նաեւ հեղափոխությունից հետո մեր երկիրը գտնվում է ինստիտուցիոնալ կաթվածահար վիճակում: Սա փաստաթուղթ է այն մասին, որ պետական ինստիտուտները կաթվածահար են եւ ինստիտուցիոնալ առումով մեր պետությունը ձախողված է»,- ասաց Փաշինյանը:
Վարչապետի գնահատմամբ, այսօր Հայաստանում չկան ինստիտուտներ, որոնք կլուծեն մարդկանց խնդիրները: Որպես օրինակ՝ Փաշինյանը մատնանշեց ճանապարհաշինությունը, երբ պետությունը համապատասխան գումարը հատկացնում է, մինչդեռ ճանապարհները չեն կառուցվում ժամանակին ու պատշաճ կերպով. «Անցած տարի մենք ունեցանք դեպք, որ մրցույթը հաղթել է ընկերությունը, կառուցել ճանապարհը, բայց պարզվել է, որ 6 ամիս անց այն քանդվելու է: Այս ամբողջը գալիս է հաստատելու իմ այն տեսակետը, որ Հայաստանում կառավարման համակարգը հենված է եղել կոռուպցիայի վրա եւ երբ հանում ես կոռուպցիան, տեսնում ես, որ տակը կառավարման համակարգ չկա: Մենք ըստ էության զրոյից պետք է ստեղծենք ինստիտուտներ, ընդհուպ մինչեւ անկախ դատական համակարգ, պետական գնումների համակարգ եւ այսպես շարունակ»:
Փաշինյանը նշեց, որ եղել են ինստիտուտներ, որոնց վերաբերյալ ինքը կարծել է՝ կայացած են, սակայն, վերջում պարզվել է՝ ինստիտուցիոնալ կաթված է կամ կիսակաթված:
«Մեզ ամուր նյարդեր են պետք: Չպետք է խուճապահար վազենք բոլոր հնարավոր հարցերի հետեւից, այլ հերթով լուծենք խնդիրները՝ առանց տուրք տալու էմոցիաներին»,- ասաց վարչապետը:
