Անարդյունավետ ելույթները և 2016-ի բյուջեն

Անցնող շաբաթ շատերի մտահոգության առարկան 2016-ի բյուջեի նախագիծն էր, որին խորհրդարանում կողմ են արտահայտվել ՀՀԿ-ն ու ԲՀԿ-ն, իսկ դեմ՝ ՕԵԿ-ը, ՀՅԴ-ն և ՀԱԿ-ը: Երկու կողմերն էլ բերում են կողմ և դեմ լինելու իրենց հիմնավորումները: ՀՀԿ-ԲՀԿ-ական կողմը միգուցե իրավացի է այն հարցում, որ ավելի լավ է իրական վիճակը ներկայացնել և մարդկանց անիմաստ խոստումներով չկերակրել, ներկայացնել միայն, ինչը իսկապես իրենք կարող են անել, սակայն ՀՀԿ-ԲՀԿ-ական կողմը որքան էլ փորձի հերքել, թե 2016-ի բյուջեով անհարկի ծախսեր նախատեսված չեմ, կարծում եմ՝ դա նրանց չի հաջողվի: ԲՀԿ-ական պատգամավորներից մեկն էլ նույնիսկ ասել է, թե «ո՞վ էր ասում, որ կենսաթոշակները, աշխատավարձերը պիտի բարձրացնեին»: Իհարկե, ոչ մեկ չի ասել, սակայն դա ենթադրվում է, և իր խոսքերում պարբերաբար ժողովրդի անունն օգտագործող և ժողովրդին հղում անող ցանկացած պատգամավոր պետք է իմանա, որ այդ նույն ժողովրդին առաջին հերթին հետաքրքրում է իրենց սոցիալական վիճակի եթե ոչ տենանելի լավացումը, այլ գոնե կայուն մնալը: Իսկ դա հնարավոր չէ առանց մարդկանց ամսական եկամուտների բարձրացման, այն էլ՝ գնաճի պայմաններում: Այսինքն, պարզից էլ պարզ է, որ ժողովրդին գոհացնելու և դժգոհությունների ալիքը չմեծացնելու եղանակը աշխատավարձերի ու թոշակների բարձրացումը պետք է լիներ: Տարօրինակ է, որ որոշ, մասնավորապես՝ իշխանական կողմի պատգամավորներ դա չեն հասկանում, կամ էլ հասկանում են, բայց դա նրանց չի մտահոգում:
Եվ դա հնարավոր էր՝ ընդամենը կրճատելով մի շարք անհարկի ծախսեր: Անհարկի ծախսերի մասին էլ խոսվեց, ընդդիմադիր պատգամավորները հաճախ շեշտում էին դրանցից մեկը՝ 1072 ծառայողական մեքենաների առկայությունը գործադիր և օրենսդիր իշխանութան հիմնարկներում, Իհարկե, գեղեցիկ էին ասում, ոգևորված ու պաթոսով ելույթներ ունենում, բայց այդ նույն ընդդիմադիր պատըգամավորներից որևէ մեկը չցանկացավ իր անձնական օրինակով ոգևորել մնացած պաշտոնյաներին: Օրինակ, կարող էր չէ՞ ընդդիմադիրներից մեկը տեղում հայտարարել, որ այդ պահից հրաժարվում է իրեն տրամադրված ծառայողական ավտոմեքենայից: Այ դա կլիներ քայլ: Կարող էր, սակայն չարեց, որովհետև ինքը ուզում է օգտվել այդ մեքենայից, ուզում է օգտվել մնացած բարիքներից էլ, հետևաբար՝ անմիջական մասնակիցն է նույն գործընթացների, որոնք հենց ինքը քննադատում է: Այսինքն, բյուջետային միջոցները մսխելու հարցում կա նաև իշխանություն-ընդդիմություն համագործակցություն, և այս պարագայում որևէ հարցի դրական լուծում ակնկալելն անիմաստ է:
Այլ ակնհայտ թերություններ էլ կարելի էր նկատել 2016-ի բյուջեի նախագծում և կարելի է այդ մասին դեռ շատ երկար գրել, սակայն, ինչպես արդեն հասկացանք՝ ԱԺ-ում մեծամասնությունը կողմ է քվերակելու, ինչի հիման վրա կարելի է ասել, որ 2016-ին երկրում սոցիալական դժգոհությունների ալիքը կմեծանա:
