Այն ուժերը, ովքեր կփորձեն օտար ուժերի ներգրավել ներհայաստանյան հարցեր լուծելու համար, կարժանանան ամենակոշտ հակազդեցության․ Փաշինյան

«Համահայկական կոնսենսուսի 6 կետերը
Կոնսենսուս համար 1 – Բռնությունը պետք է բացառվի ներհայկական որեւէ հարցի լուծման գործիքակազմից: Բոլոր այն ուժերը, անհատները, որ բռնությունը դիտարկում են որպես ներհայկական որեւէ հարցի լուծման միջոց, պետք է մերժվեն եւ հայ ժողովրդի պատմության աղբանոցը նետվեն: Բռնությունից զերծ հանրության, բռնությունից զերծ ժողովրդի տեսլականը պետք է մեր համազգային միավորման անկյունաքարային դրույթը դառնա: Ասվածը, բնականաբար, չի վերաբերվում օրինական ուժի կիրառմանը՝ հանցագործությունների կանխման եւ բացահայտման, հանրության բնականոն կյանքի ապահովման համատեքստում:
Կոնսենսուս համար 2 – Ժողովուրդը եւ նրա ազատ կամարտահայտությունը իշխանության ձեւավորման միակ աղբյուրն է: Ժողովրդի կամքի աղճատման, աղավաղման ցանկացած փորձ պետք է դիտարկվի որպես հակապետական, հակազգային գործունեություն: Այս առումով չափազանց կարեւոր է Արցախի Հանրապետությունում սպասվող նախագահական եւ խորհրդարանական ընտրությունների անցկացումը ազատ, մրցակցային, ժողովրդավարական միջավայրում եւ ժողովրդի ազատ կամարտահայտման իրական երաշխիքների ապահովումը: Հայաստանի Հանրապետությունը, ըստ այդմ, պետք է հանդես գա եւ հանդես կգա որպես Արցախի ժողովրդի ազատ կամարտահայտման եւ այդ կամարտահայտման միջոցով լեգիտիմ իշխանության ձեւավորման երաշխավոր:
Կոնսենսուս համար 3 – Հայաստանի եւ Արցախի, հայ ժողովրդի ինքնիշխանությունը բարձրագույն արժեք է եւ բոլոր այն ուժերը, ովքեր կփորձեն օտար ուժերի ներգրավել ներհայկական, ներհայաստանյան հարցեր լուծելու համար, բոլոր այն ուժերը ովքեր մեր երկրում հանդես կգան որպես օտարերկրյա շահերի ներկայացուցիչ` պիտի արժանանան եւ կարժանանան հայ ժողովրդի եւ նրա լեգիտիմ ներկայացուցիչ Հայաստանի կառավարության ամենակոշտ հակազդեցությանը:
Կոնսենսուս համար 4 – Հայաստանը եւ Արցախը պետք է զերծ լինեն կոռուպցիայից. կոռուպցիայի բոլոր դրսեւորումները, այդ թվում՝ հովանավորչությունը, արհեստական մենաշնորհները, մրցակիցների նկատմամբ արհեստական խոչընդոտներ հարուցելը պետք է արմատախիլ արվեն, կոռուպցիոն գործունեության արդյունքում պետությանը եւ ժողովրդին հասցված նյութական վնասները պետք է վերականգնվեն:
Կոնսենսուս համար 5 – Իրավունքի եւ օրենքի գերակայությունը, օրենքի առաջ բոլորի հավասարությունը պետք է դառնա ներազգային հարաբերությունների առանցք: Արտաքին կամ ներքին ազդեցությունների տրվող դատարանների գոյությունը սպառնալիք է ազգային անվտանգությանը: Հայաստանում եւ Արցախում դատարանները պետք է լինեն անկախ: Տնտեսության, քաղաքականության մեջ եւ հանրային կյանքի որեւէ բնագավառում արտոնյալ խավի, շրջանակների, անհատների առկայությունը պետք է բացառել:
Կոնսենսուս համար 6 – Արցախի հարցի կարգավորման բանակցային գործընթացի նպատակը պետք է լինի Արցախի ժողովրդի ինքնորոշման եւ անվտանգության համար մղված Արցախյան ազատամարտի արդյունքների պաշտպանությունը: Բանակցությունների արդյունքում Հայաստանի եւ Արցախի կառավարությունների համար ընդունելի համարված որեւէ լուծում կարող է ընդունելի դիտվել միայն Հայաստանում եւ Արցախում ժողովրդական հավանության դեպքում»,-գրել է նա։
