Քաղաքացու որոշում կուսակցությունը Ամուլսարի հանքի վերաբերյալ հանդես էեկել հայտարարությամբ:

Հայտարարությունում, մասնավորապես, ասվում է.

«Հավատարիմ մնալով Հեղափոխության արժեքներին, սկզբունքներին եւ նպատակներին՝ հայտարարում ենք․

Ամուլսարի խնդրի շուրջ ստեղծված իրավիճակը այլեւս քաղաքական գնահատականի կարիք ունի։

Ծանոթանալով Քննչական կոմիտեի պատվիրած ուսումնասիրության արդյունքներին՝ հաստատում ենք, որ հանքի շահագործման վտանգների վերաբերյալ մեր կասկածները հիմնավոր էին։ Արժանահավատ չեն այն պնդումները, թե եղած ռիսկերը հնարավոր է կառավարել, ամբողջ ուսումնասիրությունը լի է հակասություններով եւ կարող է ձեռնածության տեղիք տալ։ 2019 թվականի օգոստոսի 19-ին խնդրով հետաքրքրված մի խումբ քաղաքացիների հետ հանդիպման ընթացքում եւ իր ֆեյսբուքյան հեռարձակման ժամանակ վարչապետ Նիկոլ Փաշինյանը դիմել է մի այդպիսի ձեռնածության եւ ռիսկերի կառավարման առումով ուսումնասիրությունը խիստ դրական ներկայացրել՝ գրեթե չտեսնելու տալով բացասական կողմերը։

Նույն օրը ոստիկանությունն Ամուլսարի շահագործման դեմ բողոքող մարդկանց նկատմանբ Բաղրամյան պողոտայում անհամաչափ բռնի ուժ է կիրառել՝ վտանգի տակ դնելով ժողովրդավարական վերջին ձեռքբերումները։

Ամուլսարի հարցի վերաբերյալ մեր կուսակցության կարծիքը չի սահմանափակվում բնապահպանությամբ։ Հարցը հարկ է դիտարկել մի քանի առումով․

Ինքնիշխանություն․ Մեր պետությունը չի կարող իրեն թույլ տալ մի վիճակ, երբ այս կամ այն որոշում բխում է այլեւայլ արտաքին ճնշումներից։

Ժողովրդավարություն․Մեր նպատակն էր ավտորիտար, կենտրոնացված կառավարումից անցում կատարել ուղիղ ժողովրդավարության, երբ որոշումներ կայացնելիս հաշվի կառնվի այն մարդկանց կարծիքը, որոնց վրա անմիջաբար ազդում է այդ որոշումը։ Ջերմուկի եւ ազդակիր այլ համայնքները, ինչպես ՏԻՄ, այնպես էլ առանձին բնակիչների մակարդակում, իրենց վերաբերմունքը հայտնել են հանքի բացման վերաբերյալ․ մեկ տարուց ավել նրանք իրենց մարմիններով փակ պահել դեպի հանք տանող ճանապարհները։

Նախկինում մարդիկ վախենում էին իրենց կարծիքը հրապարակավ հայտնել, քանի որ վախենում էին տարատեսակ ճնշումներից։ Հեղափոխության արդյունքում մարդիկ այլեւս չեն վախենում բարձրաձայնել իրենց կենսական խնդիրները։ Այս պայմաններում խեղդել ժողովրդի կամարտահայտության, որպես քաղաքացի ձեւավորման առաջին ծիլերը անթույլատրելի ենք համարում։ Քննչական կոմիտեն չի կարող եւ չպետք է երկրում քաղաքականություն թելադրող մարմնի դեր ստանձնել։

Տնտեսություն․ Փաստացի գոյություն չունի երկրի տնտեսական զարգացման մշակված հայեցակարգ, կառավարության հայտարարությունը հակասում են միմյանց, հայտարարված տնտեսական հեղափոխությունը զուրկ է մտավոր հենքից։ Կառավարությունը խոսում է հանքարդյունահանության դերի կրճատման մասին, սակայն քարտ-բլանշ է տալիս Հայաստանի պատմության մեջ ամենախնդրական հանքարդյունաբերական ծրագրին։

Ուստի, մենք հայտարարում ենք, որ

Դեմ ենք հանքի շահագործմանը։ Ամուլսարը մնալու է սար։

Կոչ ենք անում բոլոր կուսակցություններին, առանձին հանրային գործիչներին, քաղաքական խմբերին եւ ՀԿ-ներին հրապարակային արտահայտել իրենց դիրքորոշումը։ Կարծում ենք՝ ոչ մեկն իրավունք չունի թաքնվել այլոց որոշումների հետեւում»:
